Matt Leddy, a resident with a Masters degree in Ecology, a biology teacher at the <br /> College of San Mateo and assistant curator of birds at the Academy of Sciences, said <br /> Mr. Ponti invited him to view the site last Saturday and they saw two white tail kites at <br /> the site. He also said there was a partial bat skull so he suspects they are there as well. <br /> Julie Abraham expressed appreciation for the passion, creativity and collaborative <br /> opportunity to dialogue and work together and opined this process is also beneficial to <br /> Mr. McGowan. <br /> Dean Collins, with the Finger Avenue Pride Committee, expressed appreciation for the <br /> drawing and spoke in favor of a mediation process for people with different viewpoints. <br /> He opined there will be a project out there and questioned how to compromise with the <br /> same plan from eight years ago. <br /> Daniel Ponti, representing the Finger Avenue Pride Committee, thanked Council <br /> Member Foust for her comments, expressed hope for this discussion, and noted that is <br /> why they sent their letter. He spoke about the fact that they are all tired, but they are <br /> now ready with ideas about reducing costs, mitigations, reuse of buildings. He also <br /> apologized for late emails while noting that it is hard to formulate them until they see the <br /> staff report on Thursday night prior to the meetings. He asked if there is a way to <br /> stagger the staff reports so they come out a week before the Council meetings. <br /> One Council Member asked Council to consider Zoning laws and she would like the <br /> Planning Commission to study this because the Planned Development Permit process <br /> allowed for this type of situation. The Mayor concurred. <br /> Mayor Aguirre closed the Public Hearing. <br /> M/S Gee/Bain moved to continue this matter to the September 10, 2012 meeting, <br /> because of the volume of the information to be considered and he City Council wishes <br /> to continue working on this matter in the interim; furthermore, the motion includes <br /> designating the City Manager to work with the Community Development Director to <br /> initiate a process with the parties (with each community group designating two <br /> representatives) to provide an opportunity for a mediated/facilitated discussion using the <br /> Stipulated Judgment as a parameter with the goal of reaching an agreement on the plan <br /> for the proposed project. If there is a cost to the mediation/facilitation the parties <br /> involved are to split the cost. City staff will coordinate the logistics for the discussion but <br /> not the discussion itself. MINUTE-ORDER 157 <br /> One Council Member made comments about the fact that this is an opportunity to find <br /> compromise and stick with it. Another Council Member said that he would like to see <br /> this work even though he was not hopeful. He opined that for that to happen this needs <br /> to be a completely voluntary process with those involved thinking beyond their personal <br /> needs and wanting to think about the greater good. Another Council Member said that <br /> he will support this process even though he was ready to vote on this tonight and he <br /> hopes that the desire and respect will make this a successful endeavor.
