He spoke in opposition to the project and expressed concerns <br /> about the process, motives and intentions for the community. He asked Council to deny <br /> this project. <br /> Ed Gory, a ten-year resident who lives in the Edgewood neighborhood close to the <br /> 1950s project in Manor Court, said he loves it for the community, great neighborhood, <br /> and that this is a very similar concept and he is in favor of the project. He commented <br /> that this creek needs a lot of clean-up, the area is very similar to his home, and he has <br /> never seen flooding there. <br /> Diane Howard, former Mayor and former Council Member, commented that changes in <br /> neighborhoods are always difficult and that there had been another project that people <br /> did not like at the time but it is now successful. She spoke about how to ensure creek <br /> stability, interpretation of the set back, and how she is encouraged by the willingness of <br /> both sides to talk and agree to changes. She spoke in favor of the project moving <br /> forward. <br /> Melinda Kayan, on behalf of the Friends of Cordilleras Creek, read a statement that <br /> included management of storm water runoff, biological wildlife, protected wildlife, and <br /> the 25-foot set back. She said the staff report does not meet Planning Commission <br /> recommendations and they cannot support this project. She requested that Council <br /> deny the permit or move forward with entitlement for fewer homes. <br /> Lurese LeVoir said she lives across the street from the planned development she sees <br /> poorly maintained property and neglected landscape. She opined that the owner and <br /> developer are not concerned and that the trees along the creek add beauty that should <br /> not be sacrificed, and this is the only chance to build something that fits. She opposes <br /> this project and hopes Council will deny it. <br /> Brian Schartz is a resident with his wife and children living on Avondale Avenue. He <br /> spoke in favor of the project and said he feels it will increase property values. <br /> M/S Seybert/Gee to close the Public Hearing. Motion carried by unanimous voice <br /> vote. <br /> Council discussion <br /> One Council Member addressed the question of the ordinance in the books regarding <br /> creek set back and asked staff to confirm its adoption was related to the Storm Water <br /> Prevention Pollution. Ms. Thompson referred to the adoption of the ordinance and hoe <br /> she had read the staff report from that time, which clarified that this ordinance was <br /> created and came into effect (not for protection of the creek per se) but due to water <br /> quality and to comply and respond to the National Pollutant Discharge Elimination <br /> System (NPDES ) permit. She said the goal was to protect the creek and make sure the <br /> discharge of pollutants does not go into the creek.
