6.2.B. - Page 1
RE PO RT
To the Honorable Mayor and City Council
From the Cit Mana er
November 5, 2012
SUBJECT
Water Connection and Service — 35 Agua Vista Court, in unincorporated San Mateo
County, CA
RECOMMENDATION
Approve, by resolution, a request to the Local Agency Formation Commission (LAFCO)
for extension of water services outside jurisdictional boundaries to 35 Agua Vista Court,
in unincorporated San Mateo County, pursuant to Government Code Section 56133.
BACKGROUND
The property owner of 35 Agua Vista Court (APN 068-081-520) wishes to construct a
new single family residence on the vacant parcel. The parcel is located in the
unincorporated part of San Mateo County, outside of Redwood City's jurisdictional
boundaries, but is within the city's sphere of influence and water service area. The
owner of the parcel has applied to the County of San Mateo for a building permit to
construct the proposed residence and, as a condition of approval; the county requires
the property owner to secure a new water connection and service from the City of
Redwood City. The city must receive LAFCO approval to provide water service from
the 6-inch water main that currently exists along the frontage of 35 Agua Vista Court.
Service extension includes the installation of a new fire hydrant at a maximum distance
of five hundred (500) feet from the proposed residence, as directed by the Woodside
Fire Department.
ANALYSIS
The extension of water service outside jurisdictional boundaries is not a frequent
occurrence. The occasional addition of a residential connection is not anticipated to
have any significant impact on the city's total water allotment.
Staff recommends that the city request LAFCO's approval to extend water service
outside the City's jurisdictional boundaries to 35 Agua Vista Court pursuant to
Government Code Section 56133. LAFCO requires Council's authorization, by
resolution, of requests made for new services. The water service connection proposed
for the single family residence at 35 Agua Vista Court is subject to the following
conditions and fees:
1. LAFCO approval of the application for the proposed water service connection;
2. Property owner's payment of LAFCO fees;
3. After approval of the construction drawings by the San Mateo County Building
Department and upon application for new water service, property owner's
payment of all applicable Redwood City fees, including connection fees
associated with providing proposed water service;
4. Property owner's payment of the city's water service annexation fees;
