-Janua~ 5, 2004 <br /> <br />Subject <br /> Final Acceptance - Spinas Park Play Area Renovation Project <br /> <br />Recommendation <br />Accept, by motion, the Spinas Park Play Area Renovation Project, and authorize the <br />release of bonds and retention. <br /> <br />Background <br />On July 14, 2003, the City Council accepted the bids and authorized the execution of a <br />construction agreement with Scape, Inc. of Half Moon Bay, California, for the Spinas <br />Park Play Area Renovation Project, in the amount of $511,692.02. The project is <br />located at the corner of Second Street and Bay Road adjacent to the current location of <br />the new Fire Station No. 11, and covers the vacant parcel left of the relocation of the <br />same fire station. <br /> <br />The park design was done by Moore, lacofano and Goltsman (MIG), who also <br />successfully designed Stafford, Stulsaft & Maddux Parks. The park was completely <br />renovated by furnishing and installing a new prefabricated restroom structure, new <br />sanitary sewer, storm water, & irrigation systems, new EI.ayground safety surfaces, <br />construction of new concrete walkway, sand play mound features, new landscaping <br />elements, new site furnishings, planting of new plant materials, new safety fence, and <br />new playground equipment. The existing composite play structure was also renovated <br />to bring it up to current codes. The new attraction at the renovated park is the 4-nozzle <br />water play area. Similar features proved to be very successful at Stafford and Stulsaft <br />Parks. <br /> <br />The project was awarded to Scape, Inc. of Half Moon Bay, California, for their Base Bid <br />of $511,692.02. A total of two Change Orders were issued during the construction of <br />the project to take care of unforeseen conditions and quantity adjustments. The <br />Change Orders total $32,000.91, which is 6.25% above the bid. <br /> <br />Alternatives <br />The alternative is to delay acceptance (and the public use) to address any concerns of <br />the City Council. <br /> <br />If City Council accepts this project, staff will move forward to close out the project and <br />open the facility for public use. The material and performance bonds will be reduced as <br />appropriate, and the retention monies will be paid to the Contractor accordingly. <br /> <br /> <br />
