<br /> <br />74 New Montgomery Street <br />Suite 300 <br />San Francisco, CA 94105 <br />T: 415.291.9455 <br />F: 415.291.9633 <br /> <br />info@ftburbandesign.com <br /> <br />LET fER OF TRANSMITTAL <br /> <br />To: Susan Moeller <br /> <br />cc: Michael Freedman <br />Bruce Liedstrand <br />Mike Church <br /> <br />Date: February 9, 2005 <br />From: Sarah Dennis <br /> <br />Re: Downtown Precise Plan: Additional Working Session Sessions <br /> <br />Dear Susan ~ <br /> <br />We have been instructed by City Staff to provide a series of Working Sessions on Downtown Precise <br />Plan issues in support of the services already being carried out under our approved Scope of Services. <br />After some follow-up discussion with City Staff, we have recorded the following list of topics that need <br />to be discussed: <br /> <br />Revitalization and urban design concept for Broadway and the Downtown Core; <br />Concept of Arts district centered on Main Street; <br />Workplace district - office only or mixture of uses? <br />Planning concepts to integrate evolving train (and other transit) service with the plan for a <br />successful downtown district; effect on area around the tracks: short-term and long-term <br />assumptions and objectives with regard to safety and connecting Broadway, Sequoia Station <br />and EI Camino Real to the train. <br /> <br />We assume that these Working Sessions will follow the model of the one focused on the design of the <br />block of Broadway sandwiched by the Fox Theater and the future Courthouse Plaza, and the one we had <br />on revitalization and urban design concepts for the portion of EI Camino Real that passes through the <br />Greater Downtown. In both instances, we came to those sessions with well thought out and illustrated <br />recommendations to focus the discussion. In moving forward with additional such meetings we would <br />assume that we will usually need to similarly prepare in order to focus the discussions and make the <br />Working Sessions as productive as possible. <br /> <br />I. <br />2. <br />3. <br />4. <br /> <br />At Mike Church's direction, we have prepared an estimate of hours and fees with the assumption that <br />we will probably need three more Working Sessions. At Bruce and Susan's direction we have done so <br />with the assumption that the meetings will be held at our office in San Francisco. And at Mike and <br />Susan's direction, we have been directed to invoice services connected with the added Working <br />Sessions on a time and material basis, so the City will be invoiced only for those meetings and services <br />actually rendered - this means that we will not increase the base budget of the Precise Plan project, but <br />invoice separately for the added Working Sessions and the services ultimately required in support of <br />them. <br /> <br />Please note that this scope does not cover major revisions to deliverables outside those provided for (and <br />still unused) in the Precise Plan Scope of Services. That scope includes two remaining revision cycles <br />prior to the drafting ofthe administrative draft Precise Plan, one prior to the joint Planning Commission <br />and City Council study session, to finalize deliverables in preparation for that session; and one <br />subsequent to that study session, to incorporate Planning Commission and City Council's comments as <br />a part of the draft plan. <br /> <br />I hope you find these materials clear and that they contain what you require.
