The Council provided
direction to staff to make minor clarifications to the use of proceeds from sale of
property relating to infrastructure and to clarify that property could be traded as well as
bought and sold.
ANALYSIS
The requested changes are included in the attached and revised Policy document. (See
IIA, p. 5 and IIC(4), p. 7). Staff was also requested to find a term other than "disposal" to
use when describing the sale or transfer of property. However, because this term is
used in the Charter, staff recommends retention of this term.
FISCAL IMPACT
None.
ENVIRONMENTAL REVIEW
This activity is not a project under CEQA as defined in CEQA Guidelines, section
15378, because this policy, if adopted, sets forth a general administrative policy
regarding the steps the City must undertake in acquiring or disposing of property. It has
no potential for resulting in either a direct or foreseeable physical change in the
environment.

v -
BILL EKERN
COMMUNITY DEVELOPMENT DIRECTOR

ROBERT B.
