B. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> November 19, 2012 <br /> SUBJECT <br /> Proposed City Council Policy Regarding City Real Property Acquisition and Disposition <br /> RECOMMENDATION <br /> Approve by Motion the Policy Regarding City Real Property Acquisition and Disposition. <br /> BACKGROUND <br /> At its meeting of October 8, 2012, the City Council reviewed the proposed Policy <br /> regarding City-owned real property acquisition and disposition. The Council provided <br /> direction to staff to make minor clarifications to the use of proceeds from sale of <br /> property relating to infrastructure and to clarify that property could be traded as well as <br /> bought and sold. <br /> ANALYSIS <br /> The requested changes are included in the attached and revised Policy document. (See <br /> IIA, p. 5 and IIC(4), p. 7). Staff was also requested to find a term other than "disposal" to <br /> use when describing the sale or transfer of property. However, because this term is <br /> used in the Charter, staff recommends retention of this term. <br /> FISCAL IMPACT <br /> None. <br /> ENVIRONMENTAL REVIEW <br /> This activity is not a project under CEQA as defined in CEQA Guidelines, section <br /> 15378, because this policy, if adopted, sets forth a general administrative policy <br /> regarding the steps the City must undertake in acquiring or disposing of property.
