<br /> I j <br /> 52A-1 <br /> REPORT <br /> To the Honorable Mayorand City Council <br /> - From the City Manager <br /> Janua;y 12. 2004 <br /> Subject <br /> Authorization of Application to the State of California for Proposition 40 Grant Funds <br /> Recommendation <br /> Adopt a resolution authorizing the City's application for Proposition 40 funding under <br /> the Per Capita Program and a separate resolution authorizing application for <br /> Proposition 40 funding under the Roberti-Z-'Berg-Harris Program. <br /> Background <br /> California voters passed Proposition 12 in 2000. Ultimately. Redwood City received a <br /> total of $935.108 as its share of the Per Capita and Roberti-Z'Berg-Harris funding <br /> under this program. All of these funds were devoted to the Hoover School Sports Field <br /> Renovation Project. In March of 2002, voters approved the 2002 Resources Bond Act, <br /> which authorized up to $2.6 billion in State General Obligation Bonds to fund state and <br /> local park projects. While there are several programs under which an agency may <br /> apply for funding, the State is currently receiving applications for the Per Capita and the <br /> Roberti-Z'Berg-Harris programs. It should be noted that these funds are the result of <br /> - the sale of general obligation bonds and as such are not impacted by the current State <br /> financial situation. <br /> Redwood City is eligible to receive $336.000 under the Per Capita and $206,610 under <br /> the Roberti-Z'Berg-Harris based on our population. Per capita funds need to be <br /> directed to projects that will rehabilitate park or recreation facilities to allow them to be <br /> more efficiently managed and reduce operating costs. Projects eligible for Roberti- <br /> Z'Berg-Harris funds must include the rehabilitation of facilities that are no longer <br /> serviceable and which once completed will expand or add to the recreation <br /> opportunities in a community. The City must encumber the funds and have a fully <br /> executed contract for the disbursement of these funds by June 2006 and must submit <br /> final documentation of all expenditures under this grant by March 1. 2008. <br /> No specific projects need be identified at this point in the application process. Parks. <br /> Recreation and Community Services staff will coordinate with Community Development <br /> for the inclusion of appropriate projects in the 2004-06 Capital Improvement Program <br /> budget. Once a project has been selected a Project application will be submitted that <br /> will include a California Environmental Quality Act (CEQA) compliance review. <br /> Alternative <br /> Do nothing and allow the grant funds to be reprogrammed to other qualifying agencies <br /> within the State and allow the City General Fund to pay for the entire project. <br /> - <br /> Fiscal Impact <br /> The Per Capita and Roberti-Z'Berg-Harris must be spent on capital projects and no City <br />
