GP74-04: Proposed Safety Element of the General Plan. <br /> PUBLIC HEARING. <br /> r <br /> Chairman Soderer introduced the subject report as part of the record. <br /> He asked for preliminary comments or questions from the Commissioners <br /> and staff. There were none. <br /> The Public Hearing was opened. <br /> There were no comments from the public. <br /> Mr. Schroeter suggested a number of changes in certain details of the <br /> proposal, mostly grammatical and some changes in word order for greater <br /> clarity and consistency. The only three substantive changes were the <br /> following: (1) add an Environmental Impact Negative Declaration state- <br /> ment at the beginning of the report to satisfy the requirement of the <br /> California Environmental Quality Act; (2) change paragraph IV-C-3 on <br /> page 5 to read: "Other flood hazard areas"; and change paragraph <br /> V-G-1 on pages 8 and 9 to read: "This elem�nt should automatically be <br /> reviewed and updated annually," <br /> Commissioner Biagi raised questions on the severity of enforcement <br /> programs that may be necessary and possibly harmful if some of the time <br /> deadlines were to be met. Mr. Schroeter gave his interpretation of the <br /> dates as being "targets" rather than "deadlines" which could be balanced <br /> against reasonable approaches to inspection and enforcement programs. <br /> He added that the main object of the Safety Element is to reduce or <br /> eliminate safety hazards wherever and whenever possible. <br /> Commissioner Johnson questioned the hazard of a break in one or both of <br /> the Emerald Lakes dams. Mr. Schoenfeld said that there were natural <br /> drainage courses below the dams, Mr. Schroeter said that the County is <br /> studying the hazard of all dams in the County, including the two <br /> Emerald Lakes, should there be breakage, and this information, when it <br /> becomes available, can be added with the next revision of this element. <br /> This also applies to all references to flood hazard areas. <br /> The Public Hearing was closed. <br /> ACTION: On motion by Commissioner Johnson, seconded by Commissioner <br /> Biagi, the Commissioners present voted unanimously to recommend <br /> to the City Council that the Safety Element, as modified, be <br /> adopted as part of the Redwood City General Plan. (Commissioners <br /> Arnold, Gonzales, and Murphy were absent.) <br />
