Based upon the project design and with compliance to the Conditions of Approval, <br /> the proposed use will be made compatible to the adjacent low-density residential <br /> neighborhood. The project will incorporate the following features which will make the <br /> project more compatible with the adjoining uses: a large rear yard setback of 45 feet, <br /> a landscape buffer, and 7 ft. high decorative wall along the rear property line. The <br /> final design of the project will aisc be reviewed by the Architectural Review <br /> Committee. Aisc the hours of the office use will be limited to 7:00 a.m. to 7:00 p.m. <br /> to ensure that adequate overnight parkin'g is available for the residential units. <br /> Finally, as a condition of approval, the applicant will have to file a "Declaration of <br /> Restriction" indicating that no commercial structure (except for fences and other <br /> small structures) shall be located on the rear portion of the site so as to prevent <br /> commercial encroachment to the neighboring residential areas. Potential adverse <br /> impacts of the use (such as noise, traffic, parking, and aesthetics) can be mitigated <br /> to a less than significant level as indicated in the Mitigated Negative Declaration and <br /> listed mitigation measures. <br /> <br /> Use Permit Conditions of Approval <br /> <br /> 1. The applicant shall provide a 7.5-foot high solid decorative wall (compatible to <br /> the architecture of the building) along the rear property line. The wall design shall <br /> be reviewed by the 'adjacent property owner on Avondale Avenue. The wall shall <br /> conform to City Ordinances for site distance regulations for all traffic turning <br /> movements, including the adjacent property owner's driveway. <br /> <br /> 2. The applicant shall provide an evergreen landscape buffer between the wall and <br /> parking lot to provide an additional visual buffer between the proposed use and <br /> the existing single-family residential property. There shall be trees planted <br /> entirely around the periphery of the site so as to screen views from adjoining <br /> residential properties. The tree species shall be rapidly growing and at least 20% <br /> of the trees shall be 24 inch box. A landscape plan shall be submitted for review <br /> and approval by Planning and Redevelopment. <br /> <br /> 3. The hours for the office use shall be generally limited from 7:00 a.m. to 7:00 p.m. <br /> to ensure that adequate overnight parking is available for the residential units. <br /> <br /> 4. The trash facility shall be maintained in a clean, attractive, well-maintained <br /> condition at all times. Trash pick-up frequency shall ensure that the facility never <br /> over-flows. <br /> <br /> 5. in addition to a trash dumpster, recycling facilities shall be provided in the trash <br /> enclosure. <br /> <br /> 6. The site landscaping shall be maintained in a healthy, attractive, living, condition <br /> sT all times. <br /> <br /> <br />
