This repo~c describes how we can <br />implement a green yard waste pich-up program in conjunction with <br />a composting facility. The report describes potential users for <br />the compost (landscape contractors, nurseries, top soil <br />suppliers, garden suppliers). It also notes that uses for yard <br />waste include compost, mulch and bio-mass fuel. <br /> <br />At the same time, our experts are working with the California <br />Integrated Waste Management Board to determine whether some of <br />the compost can be integrated with soil as a landfill cover in <br />order to reduce the need to impor~ cover materials. We are <br />seeking a ruling on whether this practice meets AB 939 <br />requirements. The CIW~B is considering issuing standards for <br />compost and has produced a dra£= 0£ potential bid specifications <br />for the procurement of compost products by Grate agencies. <br /> <br />The purpose of our yard waste program is to help Cities end the <br />County reach their AB 939 obligation to reduoe the wastes=sam by <br />50 percent by the year 2000. We cannot assure widespread publio <br />participation to reach ~he goal, but we can pledge to provide the <br />same aggressive promotion, advsr~ising and public relations that <br />quickly turned the current recycling program into a success. <br /> <br /> INTEGRATED WITH THB PRESENT TIT~I4BFSR STATION OPERATION <br /> <br /> We are excited about the linkage between the Recycling program <br /> and the Transfer Station operation provided that ~he JPA approves <br /> acquisition of the Hosp£tsl Linen build~ng as par~ of the basic <br /> Transfer Station agreement (pl~ae~ ~ae an environment~l repo~ <br /> and st~ctural report enclosed which indioate no significant <br /> co~cer~s). <br /> <br /> ~t me describe why th~s consolida~on at a 'o~e-stop" locat~on <br /> has the potential ~o help the Jurisdlc=~on me~rs meet their AB <br /> 939 wastestr~am reduction goals.
