Michael P. ~arvey <br />September 6, 1991 <br />Page 4 of 5 <br /> <br /> Flexibility, the Hospital Linen building was designed for <br /> expansion, which could be important in the future; the <br /> Quarry Road building does not have that flexibility. <br /> <br />~ecause of BFI's commitment to the environment and AB 939 goals, <br />we currently pull as much cardboard ss possible from the waste <br />stream, and temporarily stere it in the Transfer Station. By <br />having the Recyclery next door, we can not only be more efficient <br />in directing loads to the appropriate disposal location, we can <br />also free up significant space in the Transfer Station to <br />accommodate the yard waste before it is hauled to the composting <br />facility at Ox Mountain. <br /> <br />I assure you that the combination of the Recyclery relocated at <br />the Hospital Linen building, Transfer Station and Compoeting <br />Facility will handle the volume of recycling required by AB 9~9. <br />As stated above in the yard waste component, we can assure that <br />we will do everything within our ability to encourage public <br />participation -- and with the JPA'e help we can provide the <br />adequate faciliti&s. Whether the public meets the goals remains <br />to be seen. But from our experience with recycling -- where San <br />Meteo County has already reached more than a 25 percent reduction <br />-- I am confident that the program outlined above et the <br />facilities described herein will position us to reach end <br />hopefully exceed the 50 percent reduction goal by the year 2000. <br /> <br /> 3. THE B~BT SUXTED METHOD FOR ~UNDXN~ ACQUISITION OP HOSPITAL LINEN BUILDIN~ <br /> <br /> The program described above -- designed to more efficiently <br /> handle and recycle the County's waetestrea~ and recyclables, <br /> including yard waste -- justifies the JPA including the <br /> acquisition of the Hospital Linen building into the Transfer <br /> Station operation as part of that basic agreement. <br /> <br /> I hope this letter answers the questions and concerns raised in <br /> your August 23, letter. We look forward to working with you to <br /> conclude negotiations ac that a recommendation can be made to <br /> each of the member Jurisdictions to allow us to: <br /> <br /> &. Acquire the Hospital Linens building through the <br /> Transfer Station operation. <br /> <br /> <br />
