Mr. Brian Zamora <br /> <br />Page 2 <br /> <br /> fire department, and'any other agencies with authority over <br /> the operation of the landfill. <br /> <br /> (e) The demonstration project must commence within 60 days <br /> of.the date of approval. The project shall not start, <br /> however, until the documents required under Items (a) <br /> through (d) have been submitted. If additional time is <br /> needed, the operator must notify the LEA to reschedu!e the <br /> project. <br /> <br /> (f) The operator must demonstrate to the LEA's satisfaction <br /> that an adequate load-checking program is in place to ensure <br /> that hazardous or unauthorized wastes are excluded from the <br /> green material. <br /> <br /> (g) The LEA shall inspect all green material handling areas <br /> to ensure that the minimum solid waste landfill operational <br /> standards are ndt violated. To prevent decomposition with <br /> attendant odor and vector problems, shredded green material <br /> must be Used within seven (7) days of processing unless a <br /> .study shows that longer storage period is feasible. <br /> <br /> (h) Should the use of shredded green material become <br /> infeasible and contribute to Conditions hazardous to public <br /> health and safety, the operator must terminate the project <br /> by their own initiative, or at the direction of the LEA. A <br /> stockpile of cover soil and earth-moving equipment must be <br /> available at all times to ensure immediate response to this <br /> requirement. The operator mu~t notify the LEA within seven <br /> (7) days if the project is terminated. <br /> <br /> (i) Operators must maintain on site fire fighting equipment <br /> deemed adequate by the LEA and local fire authority and must <br /> make available on short notice a properly trained fire crew. <br /> <br /> (j) The operator must not allow shredded green material <br /> cover to remain exposed longer than seven (7) days unless <br /> the material is wetted by a water truck to prevent excessive <br /> drlrness. A wetting agent, as recommended by the local fire <br /> department, must be available at the site for addition to a <br /> water truck in case of fire. Shredded green material cover <br /> must not remain exposed longer than 21 days under any <br /> conditions. <br /> <br /> (k) If shredded green material is to be tested in the wet <br /> season, the operator must comply with RWQCB's requirements <br /> for wet weather use. <br /> <br /> <br />
