In addition, Board's ADC Policy <br /> adopted December 15, 1993, prohibits the counting of <br /> excessive amount of shredded green material towards disposal <br /> reduction goals.] <br /> <br /> (m) The operator must place a minimum of 6 inches of <br /> compacted soil over the entire working face on any day <br /> preceding closed days if unattended. <br /> <br /> (n) If violations of performance standard thresholds occur <br /> during the demonstration project, the operator should revert <br /> to soil cover as specified in 14 CCR 18311. <br /> <br /> (o) The LEA must prepare brief bimonthly reports which <br /> summarize the data collected (14 CCR 17683) and any other <br /> relevant observations. All bimonthly reports must be <br /> compiled in the final report at the end the study. <br /> <br /> (p) The final report should address all issues that have <br /> arisen during the demonstration project. In addition to a <br /> tabulation and ~nalysis of the data, the final report must <br /> include conclusions as to the suitability of shredded green <br /> material for ongoing use as ADC. If shredded green material <br /> is determined to be an acceptable ADC and is proposed for <br /> ongoing use, the approved final report with operational <br /> conditions must be compiled as an amended Report of Disposal <br /> Site Information (RDSI). <br /> <br />Note that Board staff are currently working on an LEA Advisory <br />that will establish a procedural change in approving shredded <br />green waste ADC projects. Once the Advisory is issued, it will <br />no longer be necessary for Board staff to write approval letters <br />for green waste ADC demonstration projects or'review the final <br />report. The LEA will be required to determine if the solid waste <br />facility permit should be modified or revised to allow ongoing <br />use of green waste ADC. In the unlikely event the Advisory is <br />not issued prior to the completion of this demonstration project, <br />a copy of the final report must be submitted to Board staff for <br />approval. <br /> <br /> <br />
