IMPLEMENTATION TIMELINE

BFI is positioned to implement a yard waste Collection Program within nine
months of receipt of a Memorandum of Understanding (MOU) from the JPA
Members. Pdor to start-up BFi will begin an extensive information and
education program for the public and BFI personnel involved in the program.

With JPA approval, BFI will begin preparation of the compost facility permit
application. We anticipate that appropriate approvals will be granted within
a 12-14 month period. After the permit is approved BFI will start construction
of the OMCF. We anticipate that the compost facility can be fully permitted,
constructed and operational within 16 to 18 months after JPA approval.

The timeline is illustrated on the following page.
