' <br /> and 50% 'by the 'year 2000;. and <br /> WHEREAS, residential yard waste (grass clippings, leaves.and prunings) is a major. <br /> component of the waste stream throughout San Marco County that is c.urrcntly land filled; and <br /> WHEREAS, backyard composting c/an keep much of.said residential yard waste out <br /> of' the landfill; and <br /> Wt:IEREA~, the Sot, roe Reduction and 'Recycling Elements required by said AB 939 <br /> have been adopted by San Mate6 County and all of the cities in San Marco County; and <br /> WtlEREAS, the Source Reduction and Recycling Elements of all jurisdictions in San.- <br /> Marco County identify backyard composting and a compost bin distribution program as <br />· .. necessary to reach the 25% and 50% goals mandated by said AB 939:. and <br /> <br /> <br />
