6.1.C. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> December 3, 2012 <br /> SUBJECT <br /> Joint Use Agreement between the Redwood City School District and the City of <br /> Redwood City <br /> RECOMMENDATION <br /> Approve by motion and authorize the City Manager or designee to execute the joint use <br /> agreement between the Redwood City School District and the City of Redwood City. <br /> BACKGROUND <br /> The City of Redwood City and the Redwood City School District (RCSD) have a strong <br /> history of effective joint use of facilities. This partnership includes a wealth of after <br /> school sports and other enrichment activities on school fields and in school facilities that <br /> are scheduled by Redwood City Parks, Recreation, and Community Services (PRCS). <br /> Until now, however, the city and the school district have primarily operated under verbal <br /> joint use agreements as well as a small number of mostly outdated written agreements <br /> created between 1999 and 2007. Each written agreement was unique and the terms of <br /> service varied considerably. <br /> Thanks to a mini-grant entitled, "Improving Community Access to School Facilities" from <br /> California Project LEAN and Safe and Active Communities programs within the <br /> California Department of Public Health, we have been able to formalize our joint use <br /> efforts by creating a Common Joint Use Agreement with Site Specific Attachments. A <br /> team facilitated by Pat Brown, the Executive Director of Redwood City 2020, Chris Beth, <br /> the Director of Redwood City PRCS, and Don Dias, the RCSD Director of Facilities, has <br /> worked diligently over the past eighteen months to prepare an agreement and identify <br /> unique circumstances for each school. The resulting agreement is based on joint use <br /> agreement templates developed by NPLAN, the National Policy Network to Prevent <br /> Childhood Obesity, current joint use practices at each of the school sites, and team <br /> recommendations. <br /> The following highlights the history of Joint Use agreements at each school, to the best <br /> of our knowledge. <br /> History of Joint Use Aqreements at Fair Oaks School: <br /> � . - • � • <br /> Oct 13, 2003 Agreement between the County of San Mateo, City and RCSD for <br /> renovation of synthetic turf at the Fair Oaks School field — 10 year <br /> time span. <br />
