(c) ]jC(Tal i40tica <br />All meetings of the commission shall be held subject <br />to the provisions of the laws of the State of California <br />requiring notice of meetings of public bodies to be given. <br />(d) MinuteF, <br />The Secretary of the commission shall cause minutes of <br />all meetings of the commission to be kept and shall, as soon <br />as possible after each meeting, cause a copy of the minutes <br />to be forwarded to each member of the commission and to the <br />City Clerk of each City. <br />W) Quorum <br />Members of the commission holding 75% of the votes of <br />the commission shall constitute a quorum for tha transaction <br />of business•, except that less than a quorum may adjourn from <br />time to time. <br />Section 8. Steerinq Committee <br />There is hereby created a steering committee of the <br />Authority which shall be composed of the city managers of all <br />of the cities. The steering committee shall, on behalf of <br />the Authority, make all contracts, for the Authority, both for <br />capital outlay and maintenance and operation, shall grant <br />easements, licenses or permits for the use of the property <br />of the Authority; --hall approve demands for payment by the <br />Authority; and shall employ such agents and employees of the <br />Authority as may be necessary, provided, however, that any <br />easements, licenses, or permits shall, be granted, and any <br />contract for capital outlay shall be e}:ecuted on behalf of the <br />Authority only with the approval of members of the commission <br />holding 75% of the votes of the commission and that any contract <br />to expend or any expenditure of money for capital outlay (not <br />paid pursuant to an approved contract) in excess of the sum of <br />MM <br />
