Kennedy/J enks Consultants

Mr. Peter Vorametsanti
City of Redwood City
Page 2

The purpose of this project is to assess the capacity of the 48 - inch line, which conveys most of
the City's wastewater flow from the west side of Highway 101, under the freeway, to the Maple
Street Pump Station on the east side of Highway 101. This project will include the development
of alternatives for increasing the capacity to deliver flow to the Maple Street Pump Station.

Below is a description of the scope of work, project team and proposed budget.

SCOPE OF WORK

Following is a proposed list of work tasks to be included:

1. Establish the need for additional PWWF capacity for the City. Prepare a plot of the
PWWF record for the MSPS over the past eight years as well as the flow through the
new 10-inch force main connection and provide a comparison to the City's purchased
PWWF capacity. This data will be requested from SBSA.

2. Develop a snap shot of the operational strategies for the MSPS during peak flow events.
Record the operational procedures for the MSPS, flows, range of water surface
elevations in the wet well and the corresponding water surface elevations of the
controlling collection system manhole on the west side of Highway 101 for several peak
flow events. These records and data will be requested from SBSA. Prepare a layout
and profile of the relevant portion of the collection system to be modeled. This
information will be requested from the City.

3. Meet will the City staff to discuss the data collected and results of Tasks 1 and 2 and
review the layout of the system to be modeled.

4. Prepare a hydraulic model of the key portion of the collection system from the controlling
manhole (with the lowest rim elevation) west of Highway 101 under the freeway to the
MSPS. If possible, the model will be calibrated using the existing flow data and SBSA
records of water surface elevations. These records will be requested from SBSA and
compared to any City records of the collection system operation that are available.

5. Prepare a prediction of the capacity range of 48-inch line to deliver wastewater to MSPS.
We will use the calibrated model to predict the maximum capacity of the 48-inch line
under Highway 101.

6. Meet with the City staff to discuss the model predictions and possible alternatives for
increasing the delivery capacity to the MSPS.

7. Prepare predictions of additional flow capacity associated with each alternative. The
total flow capacity of each alternative will be predicted.

8. Meet with City Staff to discuss results of flow predictions for the alternatives and select
tWO alternatives for pricing.

9. Prepare a technical memorandum summarizing the findings of Tasks 1 - 8, including
estimated costs for two alternatives.

g:~busdev~2OO3~p roposals~efferpropslbO3062_redwcodc ~_maplestreetw~ow~letter.doc
