Webb, Economic Development Coordinator
City of Redwood City
1017 Middlefield Road
P.O Box 391
Redwood City, CA 94064

Dear Ms. Webb:

This letter outlines an adjustment to our scope of work for the environmental impact report on the pro-
~ · /~;r,~.,.;,; .....
posed do;xmto,>m ri'fixed:use reml ..........project and requcsts an actjua~ment to'our budget to cover
the cost of the additional work.

Adjustments to the Scope of Work

The following adjustments to the scope of work are proposed for several reasons: the delay in beg/n-
ning preparation of the EIR, with associated unanticipated time in meetings and coordination; addition
of air quality and noise analyses in response to scoping comments; re£mements of the traffic and
parking analysis in response to comments made at the scoping meetings held by the Planning Com-
mission; and ongoing refinement of the project and alternatives by City staff and the Planning Com-
mission. These adjustments, which are consistent with the Planning Commission's direction to con-
sider the broadest possible scope of impacts in the environmental review, including the £ollowing:

· Addition of the Winslow Avenue alternative to the analysis. Closure of a portion of Winslow
Avenue to though traffic would be considered in conjunction with all land use alternatives.

· Addition o£ the Winslow Avenue realignment alternative, as proposed by Planning Commis-
sioner Sanfilippo.

· Addition of air quality analysis, as noted above. The proposed scope of work for this analysis,
by Don Ballanti, is attached to this letter.

· Addition of noise analysis, requested during the scoping meetings. The proposed scope of
work for this analysis, by Illingworth & Rodkin, is attached to this letter.

· Attendance by Fehr & Peers and Mundie & Associates at the Downtown Idea Exchange of
November 20, 1999.

· Coordination and meeting attendance by M&A required to move the project definition to the
point at which EIR work could begin.

CITY OF REDWOOD CITY
Robem X4..ai~, ?~e~id~m PLANNING & REDEVELOPMENT s..~..~ Lampert, Vice President
rober ta.mundie~mundie.com suzanne.lamper t~mundie.com
