Letter to Pat Webb <br />June 29, 2000 <br />Page 2 <br /> <br />The following unanticipated work items have also arisen: <br /> <br /> · Noise analysis. The analysis required more effort than had been anticipated by our subcon- <br /> tractors, especially as required to address ground-borne vibration impacts for the alternatives. <br /> <br /> · Graphics. The amount of work required for graphics (excluding the Visual Resources analy- <br /> sis) has been substantially greater than we anticipated. Our original budget anticipated costs <br /> in the range of $2,000; actual costs (through completion of the DEIR) are expected to be in the <br /> range of $15,000. This cost averages just over $300 per figure for the 49 figures in the report <br /> (some of which were synthesized from two figures; e.g., the ground level site plans for the two <br /> blocks). Factors that contributed to these costs include the refinement of City maps (none of <br /> which was usable in its original form) as well as revising figures shown in the ADEIR to <br /> include the added intersections and revised parking study area. <br /> <br /> · Project management. Coordination and meeting attendance by M&A required to move the <br /> project and ErR forward. <br /> <br /> · Report preparation. M&A has also spent significantly more time than originally expected <br /> required to edit and synthesize work of subcontractors to assure the production of a DEIR that <br /> would withstand the close scrutiny expected of this document. <br /> <br /> · Printing. Our proposal allowed $1,850 for printing, based on 100 copies of the DEIR at a <br /> cost of $18.50 per copy. At this time, we expect the DEIR to run approximately 300 pages. <br /> We have obtained two cost estimates from Blue Print Service Co., a reliable firm that does an <br /> excellent job of printing large jobs. For 100 copies, they would charge $2,500; for 200 copies, <br /> $4,900. We have added sales tax to their quote, in case it applies, but have not included any <br /> mark up to cover our administrative costs. <br /> <br />Most of the work Outlined above - both additional and unanticipated - has already been completed. <br /> <br />Adjustments to the Budget <br /> <br />For the adjustments to the scope of work noted above, we ask that you increase the budget for this <br />project by $49,620 if you would like us to print 100 copies of the DEIR and $52,220 if you would like <br />us to pr/nt 200 copies. These figures exclude the amounts approved previously for traffic ($2,600) and <br />visual analysis ($2,800). This request is itemized in the table at the top of the following page. <br /> <br />We recognize that this request is substantial. As we look closely at the table, it appears to us that <br />about one-half-of'the request (including $10,000 ~br Mundie & Associates) relates to additional work <br />that was requested (parking, hazardous materials, refinements of the building design) or that was <br />required to address the faulty block size, and about one-half- primarily for our own firm, including <br />the graph/cs work, and for printing - results from underestimates of the level of effort that would be <br />required. <br /> <br /> <br />
