REPORT To the HonoraL,le Mayor and City Council <br /> <br /> Fr~m the City Manager <br /> <br />February 9, 2004 <br /> <br />Subject <br />Amendment No. 1 to the Consultant Agreement with Mark Thomas & Company, Inc., <br />relating to the Ralston Avenue/Marine Parkway/Route 101 Interchange Reconfiguration <br />Project. <br /> <br />Recommendation <br />Approve Amendment No. 1 to the agreement with Mark Thomas & Company, Inc., for <br />providing supplemental consulting engineering and construction survey and other <br />support for the Ralston Avenue/Marine Parkway/Route 101 Interchange <br />Reconfiguration Project, in an amount not to exceed $377,430. <br /> <br />Background <br />After an extensive selection process, Mark Thomas & Company (MTCo) was chosen as <br />the design consultant for this project. They led the effort in preparing the environmental <br />documents and subsequently did the final design for the project. These two main tasks <br />were done under an agreement with the City of Belmont, which was the lead agency for <br />this project at the time of contracting. Redwood City is now the lead agency. <br /> <br />This Amendment will add the task of construction surveying to the scope of work, in <br />addition to incorporating all the changes arising from alternative bidding, clarifications <br />requested by the Contractor, changes requested by Caltrans, and design changes into <br />a 'conformed' copy of the plans. This will reduce oversight, and the Contractor can then <br />use this clean set of plans to build the project with confidence. This Amendment will <br />also add some funds to the construction support task, which is drawing down slightly <br />faster than expected due to the amount of pre-construction planning. <br /> <br />The construction contract for this project was awarded on August 11, 2003, to OC <br />Jones and Sons, Inc. The value of the construction contract is $12.45 million. Utility <br />relocation will precede roadway construction, and will start in March 2004. OC Jones <br />will start at the beginning of April 2004. <br /> <br />Alternative <br />Council can choose not to issue Amendment No. 1 to this contract, which will require <br />finding another engineering firm to perform this work. <br /> <br /> Page I of 3 <br /> <br /> <br />
