To the Honorable Mayor and City Council <br /> From the City Manager] <br /> <br />February 9, 2004 <br /> <br />Subject <br />Purchase of Self Contained Breathing Apparatus for the Fire Department <br /> <br />Recommendation <br />Approve by motion the purchase of New SCOTT 4.5 AP-50 Self Contained Breathing <br />Apparatus at a cost of $ 243,765.24 from Cascade Fire Equipment Company, which was <br />the lowest responsible bidder. <br /> <br />Background <br />Self Contained Breathing Apparatus (SCBA) are the air tanks that members of the Fire <br />Department utilize when entering potentially toxic environments experienced in Fires and <br />Hazardous Materials incidents, in 1989, the Department purchased SCOTT SCBA's, and <br />those units have reached their 15 year life expectancy. Repairs to the harness regulator <br />assemblies are increasing, and the bottles which hold the compressed air are due to be <br />placed out of service in order to comply with Department of Transportation Guidelines. <br /> <br />The Fire Department plans to continue to use SCOTT SCBA's. The Fire Department has a <br />group of employees who are SCOTT Certified Technicians and do all repairs and <br />maintenance to their SCBA's in-house. Each of the Fire Agencies which surround <br />Redwood City also utilize SCOTT SCBA's, thereby providing operational compatibility on a <br />daily basis. <br /> <br />Working through the City Clerk's Office, written bids were requested from three vendors of <br />SCOTT SCBA's and are summarized as follows: <br />Cascade Fire Equipment Medford Oregon $ 243,765.24 <br /> <br />All Star Fire Equipment Arcadia, California $ 262,296.28 <br />Fisher Safety Folsom, California Did not Bid <br /> <br />Fiscal Impact <br />Funds in the amount of $247,355.00 are available in the FY 2003/04 Fire Equipment <br />Replacement Program. <br /> <br />Stepl~n Cavallero Gerald Kohlmann Ed Everett <br />Battalion Chief Fire Chief City Manager <br /> <br /> <br />
