February 9, 2004

Subject
Final Acceptance - 2002 Watermain Replacement Project

Recommendation
Accept the 2002 Watermain Replacement Project, and authorize the release of bonds
and retention.

Background
On October 28, 2002, the City Council awarded the construction contract for the 2002
Watermain Replacement Project to Shaw Pipeline, Inc. of San Francisco, California, for
the amount of $1,444,839.00.

Every year the City undertakes a watermain replacement program funded by the
Capital Improvement Program Water Fund. This program is designed for
systematically replacing water distribution system main lines, which have a history of
service disruptions due to age, excessive maintenance requirements, insufficient fire
protection, and/or capacity limitations. A priority list is reviewed and updated annually
by the City's Engineering & Construction Services, and the Public Works Services
Department, to determine the priority areas to be included in the program each year.
This year's program included the replacement of nearly two and a half (2.5) miles of
watermain in six (6) phases, and installation of a pressure regulator station in the
Emerald Lake Hills Area.

This $1.5 million project was designed by the City's Engineering Staff, and the
construction administrated by Assistant Engineer, Javier Sierra.

The project has been successfully completed in accordance with the plans and
specifications for a total cost of $1,566,607.00. Four Change Orders were issued due
to additional work and quantity adjustments, for a total of $121,768.00, which
represents 8.4% of the original bid price.

Alternative
Do not approve the Final Acceptance of this project, which would be contrary to prior
Council action.

Fiscal Impacts
Funds in the amount of $2,000,000.00 were appropriated in the 2002 Capital
Impro ments Program budget, W ter Im rovement Fund, for this project.

Chu ~3h~a-'n'g~ ~ B~'ce L~dStrand' Ed Everett
Supervising Civil Engineer Community Development Services Director City Manager

CC:ss
s/library/reports/chu/Accept_2002 WM
