Staff is returning to the Council on February 23, 2004 with a formal Council staff report <br /> that will provide the Council with more specific recommendations. At that time and based <br /> upon your deliberations, the City Council may then choose to direct the City Attorney to <br /> begin drafting such ordinances, resolutions or such other legal instruments as may be <br /> necessary. As a point of information, while resolutions may be effective upon adoption, <br /> ordinances are generally effective forty-five days from the date of introduction. <br /> <br /> This informational report provides you with some of our initial data and will assist you in <br /> addressing any questions or concerns you would like staff to address in the final staff <br /> report. <br /> <br />Scott D.
