Officers from the sponsoring <br />· organizations - the League, the California Association of Counties and the <br />· California Special Districts Association -- reviewed a number of procedural and <br />· scheduling issues related to the ballot measure. For more, see page 2. <br />· Bills at this time. <br /> <br />-' LEAGUE POSITIONS ON GOVERNOR'S MARCH BALLOT <br />· MEASURES EXPECTED EARLY FEBRUARY <br />·· Over the past few weeks the League office has received a number of <br />· questions about the upcoming ballot measures in 2004, particularly Proposi- <br />· tions 57 and 58 on the March ballot. <br /> <br />· Proposition 57 is the Governor's Economic Recovery Bond passed by the <br />· Legislature in December. This measure would authorize up to $15 billion in <br />· bonds to finance a portion of the state's deficit as a first step to putting the <br />· budget back in balance. Proposition 57 includes a swap of ¼ cent of local sales <br />· taxes for an equal amount of property taxes, a second version of the so-called <br />.· "triple flip."
