5. ORAL COMMUNICATIONS AND CONSENT CALENDAR <br /> <br />- This agenda item affords members of the public the opportunity to directly address the <br /> City Council on any subject relating to the City Council which is not on the agenda or any <br /> item within the Consent Calendar. If the subject you wish to address is not on the agenda, <br /> please understand that the Brown Act (Open Meeting Law) precludes the Council from <br /> taking any action at this time. All items within the Consent Calendar are considered to be <br /> routine and the City Council will waive the reading of the Consent Calendar (except the <br /> title of any ordinances) and adopt all resolutions and ordinances, and approve other items <br /> by one motion and one vote. The total time allocated to this agenda item is within the <br /> discretion of the Mayor, but is generally limited to 15 minutes. <br /> <br /> MOTION: waive reading of the Consent Calendar except the ordinances by title, <br /> adopt the resolutions and the ordinances, and approve other items. <br /> <br /> 5.'1 Section - Motions <br /> <br /> A.
