7.A. - Page 7 <br /> ORDINANCE NO. <br /> AN ORDINANCE AMENDING SECTION 13.1 OF CHAPTER 13 REGARDING <br /> INCORPORATION OF ENVIRONMENTAL HEALTH CODE OF SAN MATEO <br /> AND ARTICLE VII OF CHAPTER 38 TO THE MUNICIPAL CODE OF THE CITY <br /> OF REDWOOD CITY RELATING TO THE CROSS CONNECTION CONTROL <br /> PROGRAM <br /> THE COUNCIL OF THE CITY OF REDWOOD CITY DOES ORDAIN AS FOLLOWS: <br /> Section 1. The City Council finds as follows: <br /> 1. As a public water supplier, the City of Redwood City is required by state law to <br /> protect its water supply from contamination by adopting and enforcing a cross- <br /> connection control program; and <br /> 2. The costs to the City to remediate and remove contamination from the City's water <br /> supply after it has been contaminated by an occurrence of backflow from a property <br /> owner's private non-potable water supply, can be substantial; and <br /> 3. The fines and penalties which may be assessed against Redwood City for an <br /> occurrence of backflow resulting from an uncontrolled cross-connection can also be <br /> substantial; and <br /> 4. Those persons who are not complying with state and City law to prevent cross- <br /> connection water contamination should be liable for the costs to the City instead of <br /> burdening rate-payers. <br /> Section 2. In the following sections of this Ordinance, sections and subsections of <br /> the Redwood City Municipal Code are hereby amended by adding the text shown in underlined <br /> italics (example) and deleting the text shown in strikeout (e�a�-�le). Text in brackets [example] <br /> including the table of contents provided below is explanatory and is intended to be published as <br /> part of the ordinance in the Municipal Code. <br /> Section 3. Section 13.1 of Chapter 13 regarding the incorporation of the Environmental <br /> Health Code of the County of San Mateo is hereby amended to read as follows: <br /> Sec. 13.1. -ADOPTED—SCOPE: <br /> The Environmental Health Code of the County of San Mateo, as set forth in Chapter 4.52 <br /> Environmental Health Generally, Chapter 4.56 Food Facilities, Chapter 4.60 Fresh Water Sports <br /> Areas, Chapter 4.64 Water Supply System, Chapter 4.68 Wells, except for section 4.68.410 <br /> which is not adopted, �hap�er��R'°"�`fva�vm�v"vo�Te�eq+�� Chapter 4.76 Chemical Toilets, <br /> Chapter 4.80 Rodent and Insect Control, Chapter 4.84 Individual Sewage Disposal Systems, <br /> Chapter 5.128 Alcohol Warning Signs, Chapter 5.52 Itinerant Restaurants, and Chapter 5.68 <br /> Food Establishments, of the San Mateo County Ordinance Code establishing health standards <br /> for restaurants, itinerant restaurants, mobile food vendors, caterers, food equipment, public <br /> fresh water sports areas, water supplies, wells, chemical toilets, rodent and insect control and <br /> alcohol warning signs, three (3) copies of which are on file with the City Clerk, are adopted by <br /> reference as the environmental health code for the City. <br /> ATTY/FINAL ORD/2013/ORD.384/CROSS CONNECTION <br /> REV:01-08-13 PT <br /> Page 1 of 14 <br />
