6.1.C. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> January 14, 2013 <br /> SUBJECT <br /> Amendment Number 1 to Agreement for Professional Services with WRECO for design <br /> and construction support services <br /> RECOMMENDATION <br /> Approve Amendment Number 1 with WRECO in the amount of $54,607.50 for <br /> environmental clearance documents for the Bair Island Road Storm Drain Pump Station <br /> and the development of a city owned parcel. <br /> BACKGROUND <br /> On October 17, 2012 the City executed an agreement with WRECO for design and <br /> construction support services for the US101 Pedestrian Undercrossing Project (Bair <br /> Island Road to Convention Way). This project provides a pedestrian link along Redwood <br /> Creek connecting Redwood City's inner harbor area and downtown. The agreement and <br /> amendment include designing the multi-use path, relocating impacted utilities, <br /> environmental clearance, permitting, and construction support. The original agreement <br /> was in the amount of $285,826. <br /> ANALYSIS <br /> The Agreement focused on the completion of the US101 Pedestrian Undercrossing <br /> Project (Bair Island Road to Convention Way), which is a component of the larger <br /> Blomquist Extension Project. Upon the development of the conceptual design, staff <br /> determined that the scope of this project should be expanded to include public access <br /> to an adjacent city owned parcel (APN 052-383-210). This parcel of land lies along <br /> Redwood Creek. Its development would link the North Main Street Precise Plan area to <br /> the shoreline. The new development improvements on this City parcel will include a <br /> bicycle/pedestrian path, landscaping improvements, and a creek overlook area. <br /> In addition to the expansion of the project description, City staff has determined that the <br /> CEQA analysis for this Project should also be expanded to include the Bair Island Road <br /> Storm Drain Pump Station Relocation Project because both are components of the <br /> Blomquist Extension Project and are located near each other. The CEQA review <br /> includes technical studies and a mitigated negative declaration. <br /> The agreement cost is based on the consultant's hourly rate schedule. Staff believes <br /> the additional scope of work is comprehensive, represents a solid level of effort, and is <br />
