Result in a determination by the wastewater treatment provider, which serves or may serve the <br /> project, that it has adequate capacity to serve the project's projected demand in addition to the <br /> provider's existing commitments? <br /> No New Impact.As discussed in Section 4.9.b,the proposed modifications do not include <br /> construction of any habitable structures or an increase in employment. No additional demand for <br /> wastewater services would be generated by the proposed modifications.No new impact would <br /> occur. <br /> f. Be served by a landfill with insufficient permitted capacity to accommodate the project's solid <br /> waste disposal needs? <br /> Less-than-Significant New Impact.The proposed modifications involve the addition of 8 fueling <br /> stations to an existing fueling center within Redwood City and a minimum increase in solid waste <br /> generation is expected to result due to a minor increase in the number of vehicles using the fueling <br /> center.CalRecycle's"Estimated Solid Waste Generation Rates"estimates solid waste generation for <br /> Auto Dealer and Service Station land uses at 0.9 pounds of solid waste per 100 square foot per day <br /> (lb/sf/day) (CalRecycle 2011).The proposed modifications would result in an increase of <br /> approximately 181b/day based on an increase of 2,050 sf in canopy size,compared to the existing <br /> fueling center. <br /> BFI Peninsula in San Carlos provides solid waste collection,recycling,transportation,and disposal <br /> services to Redwood City and the site of the proposed modifications.The solid waste from Redwood <br /> City first goes to the South Bayside Transfer Station in San Carlos,then 90 percent of the Redwood <br /> City waste goes to Ox Mountain Landfill in Half Moon Bay,while the remaining 10 percent is <br /> diverted to several other landfills around the bay area.The City has a disposal agreement with Ox <br /> Mountain in which the landfill guaranteed capacity through December 2019.According to the <br /> California lntegrated Waste Management Board website,the Ox Mountain Sanitary Landfill is <br /> permitted to accept up to 3,598 tons per day,which is equivalent to 7,932,151 pounds per day <br /> (lb/day).As such,the proposed modifications would contribute to an increase of 0.0002 percent of <br /> the current allowed solid waste disposal.Due to the negligible increase in solid waste disposal <br /> compared to current conditions and the fact that the City has a disposal agreement with the landfill <br /> guaranteeing capacity through December 2019,the proposed modifications would result in a less <br /> than significant new impact. <br /> g. Noncompliance with federal,state,and local statutes and regulations related to solid waste? <br /> Less-than-Significant New Impact.The State of California requires that all jurisdictions achieve <br /> compliance with AB 939,a state mandate that required jurisdictions to achieve 50 percent diversion <br /> of solid waste from landfills by 2000.AB 939 further required each city to conduct a Solid Waste <br /> Generation Study and to prepare an annual Source Reduction and Recycling Element to describe <br /> how it will reach its goals.AB 939 was designed to focus on source reduction,recycling and <br /> composting,and environmentally safe landfilling and transformation activities.As of 2010, <br /> Redwood City has a current waste reduction rate of 61 percent.Although the proposed <br /> modifications would result in a minor increase to the amount of solid waste generated,the increased <br /> volume would not be substantial enough to affect the City's diversion rate of 61 percent.New <br /> impacts would be less than significant. <br /> AB 341 (2011) also requires commercial establishments that generate four cubic yards or more of <br /> commercial solid waste per week to arrange for recycling services. Businesses can take one or any <br /> Addendum No.2 to the Environmental Impact Report for 4-61 September 2012 <br /> the Redwood City Costco Wholesale Project ICF 00154.12 <br />
