7.B. - Page 128 <br /> Chapter 7 <br /> Growth-Inducing Impact <br /> As described in Section 7 of the 2007 FEIR(page 7-1),CEQA Guidelines Section 15126.2(d) requires <br /> that an EIR include a discussion of the ways in which a proposed project could foster economic or <br /> population growth,or the construction of additional housing,either directly or indirectly,in the <br /> surrounding environment. Projects that remove obstacles to population growth or tax existing <br /> community service facilities,requiring construction of new facilities that could cause significant <br /> environmental effects,are also considered to have growth-inducing impacts.CEQA requires that <br /> "...it must not be assumed that growth in any area is necessarily beneficial,detrimental,or of little <br /> significance to the environment." Induced growth is considered a significant impact only if it can be <br /> demonstrated that the potential for growth,in some other way,results in significantly adverse <br /> effects on the environment. <br /> Generally,growth-inducing impacts are impacts from projects that possess such characteristics as <br /> being located in isolated,undeveloped,or underdeveloped areas; necessitating the extension of <br /> major infrastructure (roadways,sewer and water lines,and facilities); or other services and <br /> infrastructure that encourages"premature"or unplanned growth (i.e.,leap-frog development). <br /> Projects that induce new development in nearby areas due to the provision of major infrastructure, <br /> employment centers,or residential communities may also be considered to have growth-inducing <br /> impacts. <br /> The project site is located within a developed commercial corridor containing light industrial, <br /> multifamily,and commercial uses. No new utilities would be required to serve the project site.No <br /> roadway modifications are proposed or would be required by the proposed modifications. <br /> The proposed modifications would involve the addition of 8 fueling stations to an existing 12-station <br /> fueling center.This would represent an additional4 fueling stations over that which was analyzed in <br /> the 2007 FEIR.As concluded in the 2007 FEIR,in the event that the additional fueling positions <br /> would result in the closure of one or more gas stations in Redwood City,those sites could be <br /> redeveloped for other purposes. Given the generally small size of gas station properties within the <br /> City,any redevelopment that may occur is not expected to be large or result in significant growth. <br /> Because the proposed modifications would be limited in scope,entirely within an existing <br /> commercial use within a developed commercial corridor,and would not require the <br /> extension/expansion of utilities or roadway infrastructure,the proposed modifications would not <br /> generate growth-inducing impacts or otherwise directly affect the timing or location of growth near <br /> the project site. <br /> Addendum No.2 to the Environmental Impact Report for September 2012 <br /> the Redwood City Costco Wholesale Project 7-1 ICF 00154.12 <br />
