6.1.E. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> January 14, 2013 <br /> SUBJECT <br /> Amendment Number 4 to Agreement with Moore, lacofano and Goltsman (MIG) for <br /> Environmental Consulting Services for the Stanford in Redwood City Project <br /> RECOMMENDATION <br /> By motion, approve, and authorize City Manager to execute, Amendment Number 4 <br /> with MIG in the amount of $3,025 to complete preparation of the Stanford in Redwood <br /> City Environmental Impact Report (EIR). <br /> BACKGROUND <br /> On August 11, 2008, the City executed an agreement with Wagstaff and Associates to <br /> assist staff with the preparation of an EIR for the "Stanford in Redwood City" project. <br /> The original agreement, which included sub-consultant work, was in the amount of <br /> $354,250. Wagstaff and Associates has since merged with MIG and is now referred to <br /> as MIG. In March 2010, the City Council approved the first amendment to MIG's <br /> contract agreement in the amount of $85,285 and in May 2011 approved a second <br /> amendment in the amount of $41,384 plus a 5% contingency ($24,045.90) which MIG <br /> used and which brought the total amendment amount to $65,429.90. On September 10, <br /> 2012, the City Council approved a third contract amendment in the amount of <br /> $86,406.18 to cover unanticipated work performed by MIG and their subconsultants, <br /> including the preparation of: responses to additional Draft EIR review cycles based on <br /> incorporation of new information; associated document printing and mailing costs; an <br /> additional traffic analysis; EIR background reference documents list; and preparation of <br /> the draft and final Mitigation, Monitoring and Reporting Program (MMRP) and CEQA <br /> findings for project approval hearings. <br /> ANALYSIS <br /> MIG is now requesting a fourth amendment in the amount of $3,025 which brings the <br /> total contract amount to $594,396.08. The amendment will cover additional costs for <br /> Hexagon, MIG's traffic engineer subconsultant, to revise the EIR traffic analysis to <br /> reflect planned Caltrans signal timing improvements to the intersection of Middlefield <br /> Road/Woodside Road as well as for the City's planned intersection design modifications <br /> that will be built in spring-summer of 2013. The contract amendment will also cover <br /> MIG's cost to revise the EIR transportation chapter accordingly, including any revised <br /> mitigation measures. <br />
