6.2.C. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> January 14, 2013 <br /> SUBJECT <br /> Final Acceptance — Sanitary Sewer Pump Station No. 14 Improvements Project <br /> RECOMMENDATION <br /> Accept, by motion, the Sanitary Sewer Pump Station No. 14 Improvements and <br /> authorize the release of bonds and retention according to city procedures. <br /> BACKGROUND <br /> On March 5, 2012, Council awarded the construction contract for the rehabilitation of <br /> Sanitary Sewer Pump Station No. 14 to Casey Construction, Inc. Rehabilitation of this <br /> pump station improved pumping efficiency, ease of operation and the safety of the <br /> facility. A permanent emergency standby engine generator replaced an outdated engine <br /> generator to ensure continuous service of the pump station in the event of power failure, <br /> larger horsepower pumps and an up to date control system were installed. <br /> Construction started in May 2012 and was substantially completed in October 2012. <br /> Final walkthrough was conducted with city's maintenance staff, inspector, engineers and <br /> contractor. Final completion was achieved in December 2012. The project schedule <br /> was extended due to the delay in obtaining temporary and permanent electrical service <br /> from PG&E as well as the delivery of motor control center. This acceptance was <br /> delayed pending the contractor's submission of the final progress payment for approval <br /> received on November 2012. <br /> ANALYSIS <br /> The contract was awarded for a base bid of $369,918. The project was successfully <br /> completed in accordance with the plans and specifications. Change orders were issued <br /> totaling $16,750.35. The final contract amount is $386,668.35 which is 4.5% more than <br /> the initially awarded contract amount. Change orders resulted from additional work <br /> required to remove and relocate existing buried electrical conduit exposed during <br /> deconstruction that were not shown on the record drawings, salvaging of existing <br /> generator for the City, raising the wet well elevation, installation of shut-off valves for the <br /> generator block heater, and for additional grading and paving work to the area <br /> surrounding the pump station and valve vault. <br /> ALTERNATIVES <br /> Council may choose not to accept the project and/or authorize the release of bonds and <br /> retention which would be contrary to the terms of the contract, prior Council action, and <br /> the public contracting code. <br />
