6.3.A. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> January 14, 2013 <br /> SUBJECT <br /> Metropolitan Transportation Commission (MTC) Surface Transportation Program (STP) <br /> and Congestion Mitigation & Air Quality Improvement (CMAQ) funding for 2014 Overlay <br /> P roj ect <br /> RECOMMENDATION <br /> Approve, by resolution, a request to the MTC for allocation of Surface Transportation <br /> Program and Congestion Mitigation & Air Quality Improvement funding and authorize <br /> the City Manager to execute related documents and accept funds <br /> BACKGROUND <br /> The City, as part of a single countywide application coordinated by the City/County <br /> Association of Governments (C/CAG), requested and received funding from MTC for <br /> roadway rehabilitation projects through the Surface Transportation Program (STP) and <br /> Congestion Mitigation & Air Quality Improvement Program (CMAQ). On November 14, <br /> 2012 C/CAG reserved $548,000 in grant funds for Redwood City roadway rehabilitation <br /> projects. The grant requires Council to adopt a Resolution of Local Support. <br /> ANALYSIS <br /> The 2014 Overlay Project is part of the city's Roadway Management System (RMS) <br /> Program, which performs on-going pavement repair and replacement. Pavement <br /> requires repairs for a variety of reasons including traffic loads, weather, and intrusive <br /> tree roots. This project will improve the roadway surface on sections of Whipple <br /> Avenue, Veterans Boulevard, Cordilleras Road, and Upland Court and extend the life of <br /> these roadways. These streets have been selected based on their roadway condition, <br /> traffic volumes, and resurfacing history. The overlay includes repairing failed areas and <br /> filling low spots and new 2-inch asphalt concrete surface and roadway striping. During <br /> resurfacing, motorists can expect periodic lane closures, detours, some dust, and <br /> temporary parking restrictions. Pedestrian traffic and emergency response vehicles will <br /> be permitted in the work area during construction. The resurfacing project is scheduled <br /> for June 2014. <br /> ALTERNATIVES <br /> Council may choose not accept the application for funding from MTC and direct staff to <br /> seek other funding sources. <br />
