6.1.E. - Page 2 <br /> ANALYSIS <br /> Habitat for Humanity Greater San Francisco (Habitat) has requested that the occupancy <br /> requirement for large family households of 5 or more be changed to a preference and <br /> that the household income limits be increased from 40-50% of the Area Median Income <br /> (AMI) to 40-60% of the AMI. If approved these changes would become effective upon <br /> resale of any units. <br /> The original occupancy requirements and household income limit restrictions were <br /> established to address unmet housing needs identified in the City's 2000-2005 <br /> Consolidated Plan. The same high priority housing need is included in the City's current <br /> 5 year Consolidated Plan (2010-2015) and Community Development Block Grant <br /> (CDBG) and HOME Investment Partnership Program (HOME) funds are specifically <br /> targeted to address this need. <br /> Habitat has resold two of the Rolison homes and through their vigorous and targeted <br /> marketing efforts to attract large family households of 5 or more they noted changing <br /> trends in household size and family composition. They state the average family size for <br /> San Mateo County is currently 3.29 persons which points to smaller families being <br /> ready for homeownership. Changing the household size from a requirement to a <br /> preference will allow families of less than five to purchase a unit. Some examples of <br /> smaller households and compositions Habitat provided are as follows: <br /> 1) A single head of household with three children; <br /> 2) A single head of household or a couple with one parent and one child in the <br /> residence; <br /> 3) A single head of household or a couple with two opposite-gender children; <br /> 4) A couple with two same gender children who are greater than 5 years of age <br /> difference. <br /> Additionally the United States Department of Housing and Urban Development (HUD) <br /> has published recent policy updates and guidance related to the Fair Housing Act that <br /> states occupancy household type and size requirements should no longer be used to <br /> ensure compliance with non-discrimination and equal opportunity laws. Changing the <br /> requirement for large family households of 5 or more to a preference would bring this <br /> development into compliance with HUD policy directives for housing assisted with <br /> CDBG and HOME funds. <br /> All of the initial home sales were to families earning between 40-50% of the AMI. For <br /> the sake of program continuity Habitat would like to increase the AMI range to 40-60% <br /> upon resale of the units. The 40-60% AMI range is consistent with Habitat's income <br />
