6.1.G. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> January 28, 2013 <br /> SUBJECT <br /> Memorandum of Understanding between the City of Redwood City and the County of <br /> Alameda for the Regional Renewable Energy Procurement Project <br /> RECOMMENDATION <br /> Approve and authorize the City Manager to enter into a Memorandum of Understanding <br /> (MOU) with the County of Alameda and other agencies participating in a Regional <br /> Renewable Energy Procurement Project. <br /> BACKGROUND <br /> Redwood City is a participant in a Renewable Energy Procurement Project (R-REP), an <br /> initiative intended to use collaborative procurement to purchase renewable energy <br /> systems, i.e., solar or photo-voltaic collectors, for public agencies throughout Alameda, <br /> Contra Costa, San Mateo and Santa Clara Counties. Twenty public agencies, including <br /> cities, counties and special districts are participating in the project (attachment 1). <br /> Alameda County is the lead agency, in partnership with two local nonprofit <br /> organizations, Joint Venture Silicon Valley and the Contra Costa Economic Partnership. <br /> The R-REP is based upon the successful Silicon Valley Collaborative Renewable <br /> Energy Procurement Project (SV-REP). In that instance, multiple agencies came <br /> together with the goal of creating enough of a market demand to obtain favorable <br /> pricing for the energy projects. <br /> Redwood City has completed feasibility studies for sites under consideration for <br /> inclusion in the project (attachment 2). The results were reported to the Environmental <br /> Initiatives Sub-Committee in October 2012. The sub-committee supported staff's <br /> recommendation to bring the MOU to Council. <br /> ANALYSIS <br /> Each agency participating in the R-REP is required to sign a Memorandum of <br /> Understanding (MOU) in order to participate in the solicitation process and to benefit <br /> from the vendor selection (attachment 3). The MOU defines the roles and <br /> responsibilities of Participating Agencies and is intended to provide stability to the <br /> project during the solicitation process. Any party may terminate the MOU at any time up <br /> to thirty (30) days prior to the issuance of the Solicitation pursuant to the schedule <br /> developed by County of Alameda in collaboration with the parties for such solicitation, or <br /> at any time after a Vendor is selected. <br />
