6.3.A. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> January 28, 2013 <br /> SUBJECT <br /> Amendments to the 2010-2015 Consolidated Plan, 2012-2013 Annual Action Plan and <br /> Citizen Participation Plan <br /> RECOMMENDATION <br /> Approve by resolution amendments to the 2010-2015 Consolidated Plan, 2012-2013 <br /> Annual Action Plan and Citizen Participation Plan. <br /> BACKGROUND <br /> The City of Redwood City receives federal funds from the U.S. Department of Housing <br /> and Urban Development (HUD) through the Community Development Block Grant <br /> (CDBG) and Home Investment Partnership Act (HOME) entitlement programs. In order <br /> to receive CDBG and HOME funds the City is required to submit a 5-year Consolidated <br /> Plan to HUD and for each year of the of the five-year plan, the City is required to adopt <br /> an Annual Action Plan. The Redwood City 2010-2015 Consolidated Plan was approved <br /> by City Council for submittal to the HUD on April 26, 2010 and the 2012-2013 Annual <br /> Action Plan was adopted by City Council on April 23, 2012. <br /> As a condition of receiving CDBG entitlement funds the City is required to adopt a <br /> Citizen Participation Plan ("Plan"). The City developed and adopted a Plan as required <br /> in 1988 and amended it in 1995 to extend the applicability of the requirements the <br /> Human Services Financial Assistance (HSFA) program and funds in addition to CDBG <br /> and HOME programs and funds. Federal regulations and the City's Citizen Participation <br /> Plan require a substantial amendment to the Consolidated Plan and/or Annual Action <br /> Plan when there is a change in the use of CDBG or HOME funds from one activity to <br /> another in excess of 25% of the total CDBG or HOME grant allocations for the program <br /> year, a change in funding allocation priorities or a change in the purpose, scope, <br /> location or beneficiaries of an activity. <br /> ANALYSIS <br /> Consolidated Plan Amendment <br /> The proposed amendment to the Consolidated Plan recommended by the Housing and <br /> Human Concerns Committee (HHCC) would expand the geographic targeting of HOME <br /> funds to include contiguous jurisdictions in addition to citywide targeting. The HOME <br /> regulations permit the City to invest its HOME funds in a project outside of its <br /> jurisdictional boundaries if that project will serve its own population as well as that of the <br />
