RHNA Cycle for 2007-2014 Housinq Element Planninq Period For the 2007- 2014 Housing Element planning period, the City/County Association of Governments (C/CAG) and the San Mateo County Housing Department facilitated the formation and operation of a sub-region for San Mateo County that included the 20 cities and the County.' San Mateo County assumed a leadership role State-wide by forming the first sub-region for the 2007-2014 "21 Elements" RHNA cycle. The process was successful as it resulted in a "mutual aid" approach to addressing housing needs. For example, a RHNA exchange was implemented between Redwood City and the Town of Woodside which enabled the development of 60 units of affordable housing for Canada College facility/staff on the college campus that would otherwise not have been possible. Redwood City's willingness to participate in the sub-region and for implementing an exchange in which the City accepted a higher RHNA was favorably acknowledged by the California Department of Housing and Community Development (HCD) and supported their certification of Redwood City's 2007-2014 Housing Element. ANALYSIS RHNA Cvcle for 2014-2022 Housinq Element Planninq Period On March 7, 2011, the City Council adopted a resolution authorizing Redwood City to once again participate in the Countywide Subregion for the 2014-2022 Housing Element planning period (Attachment 2). The City Council is now being asked to accept Redwood City's proposed RHNA for the 2014-2022 Housing Element planning period that has been coordinated by Countywide "21 Elements" sub-regional efforts (Attachment 3) Redwood City's proposed RHNA for 2014-2022 is: Very-low income households(<50 MFI) 706 (25%) Low income (50- 80% MFI) 429 (15%) Moderate income (80-120% MFI) 502 (18%) Above-Moderate income (>120% MFI) 1152 (42%) TOTAL 2,789 (100%) Since March of 2011, the Policy Advisory Committee and Technical Advisory Committee have been meeting with CCAG to develop the methodology for the proposed RHNA. On September 20, 2012, the Policy Advisory Committee unanimously approved the sub-regional RHNA numbers as reflected in Attachment 2.
