6.3.B. - Page 5 <br /> Next Steps <br /> Key dates for the Subregional RHNA process going forward are: <br /> • February 18, 2013 - Deadline for Local Appeals to Draft RHNA allocations <br /> • March 30 -April 4, 2013 - Public Hearing on Local Appeals <br /> • May 16, 2012- ABAG Executive Board considers Appeals <br /> • June 3, 2013 - ABAG issues Final RHNA <br /> • July 18,2013 - Public Hearing & Adoption of Final RHNA Allocation <br /> • December 30, 2014 - Local Government Must Adopt 2014-22 Housing Element <br /> If all 20 cities and the County adopt resolutions accepting the allocations, then the <br /> RHNA process in San Mateo County will be complete, pending final adoption by ABAG <br /> by June 18, 2013. The above schedule is also aligned with the milestones/schedule for <br /> the SCS and Regional Transportation Plan update. Refer to Attachment 4 for details. <br /> As part of the 2014-2022 Housing Element update process staff will also pursue several <br /> avenues to ensure that the Housing Element update is as cost effective as possible for <br /> the City including: <br /> 1. Continue to participate in the "21 Elements" effort coordinated by C/CAG where <br /> much of the Housing Element base data is prepared by a single consultant for <br /> use in the Housing Elements of the County's 21 jurisdictions. <br /> 2. Complete the Housing Element by December 30, 2014 in order to qualify for the <br /> additional incentive included in SB 375, specifically that a local government that <br /> adopts its Housing Element on time will not have to adopt another housing <br /> element for eight years, instead of an otherwise required four year cycle. <br /> Consequently, although the December of 2014 deadline may appear to be in the <br /> far future, it is important to begin Housing Element update compliance efforts <br /> now. <br /> 3. Work with HCD to qualify for a streamlined HCD Housing Element review, an <br /> option provided by the State for updates of previously certified Housing Elements <br /> that can illustrate compliance with previously adopted Housing Element policies <br /> and programs. As previously described, the City has already approved a number <br /> of zoning amendments that implement many of its Housing Element policies, <br /> including Mixed Use Corridor (MUC) Rezonings for powntown, EI Camino Real, <br /> Veterans Blvd., Streetcar Broadway and Gateway Broadway. In 2013, staff will <br /> also bring the following zoning amendments before the Planning Commission <br /> and City Council to implement additional Housing Element policies: <br /> a. Mixed-Use Live-Work and Mixed-Use Neighborhood Rezonings <br /> b. Emergency Shelter Overlay Zoning (per SB2) and <br /> c. Rezoning to allow carriage homes in residential districts <br /> ALTERNATIVES <br /> Do not adopt the Resolution to approve Redwood City's Proposed Final Regional <br /> Housing Need Allocation (RHNA) for the 2014-2022 General Plan Housing Element. <br />
