MIG 7.A. - Page 167 City of Redwood City cir�Haaenaum October 8,2012 Page 3-2 (C) Mitigation measures or alternatives previously found not to be feasible would in fact be feasible, and would substantially reduce one or more significant effects of the project, but the project proponents decline fo adopt the mitigation measure or alternative; or (D) Mitigation measures or alternatives which are considerably different from those analyzed in the previous EIR would substantially reduce one or more significant effects on the environment, but the project proponents decline to adopt the mitigation measure or alternative. In accordance with the CEQA Guidelines sections 15164 and 15162, for each environmental topic addressed in the 2003 EIR (e.g., land use, visual factors, transportation and circulation, biological resources), the discussion in this Addendum chapter indicates whether: • changes or additions to the previously certified 2003 EIR for the Marina Shores Village project (2003 EIR) are necessary to adequately address the impacts and mitigation measures of the current Pete's Harbor project, and if yes, whether: • the changes result in new significant environmental impacts or a substantial increase in the severity of the significant impacts identified in the 2003 EIR; ■ the changes require new mitigations not identified in the 2003 EIR that the applicant declines to adopt; or ■ changes have occurred since 2003 in the project circumstances (environmental setting) with respect to the environmental issue which result in new significant environmental impacts or a substantial increase in the severity of a previously identified significant impact. For some of the environmental impacts identified as "significant" in the 2003 EIR, this Addendum concludes that the changes included in the current Pete's Harbor project would result in a reduced but still "significant" impact and would therefore still warrant associated similar or reduced mitigation measures in order to reduce the impact to a "less-than-significant" level. For other environmental impacts identified as "significant" in the 2003 EIR, this Addendum concludes that the changes included in the current Pete's Harbor project, or changes in project circumstances since certification of the 2003 EIR, would reduce the impact to a "less-than- significant" level or avoid the impact all together, thereby eliminating the need for mitigation. All such conclusions in this Addendum pertaining to remaining mitigation requirements will be incorporated by the City into an updated (2012) Mitigation Monitoring and Reporting Program (MMRP) for the Pete's Harbor project.
