MiG 7.A. - Page 193
City of Redwood City EIR Addendum
October 8,2012 Page 3-30
(TDM) program. Due to various identified physical constraints (e.g., right-of-way limitations)
and other feasibility factors (some mitigations were considered beyond the scope of a single
development project), full mitigation of the roadway system operational impacts listed above to
less-than-significant levels was determined in the 2003 EIR to be infeasible; therefore, the
project traffic impacts listed above (Impacts 7-1 through 7-6) were determined to be significant
and unavoidable.
Traffic generated by the current Pete's Harbor project plus the One Marina project "project
condition"' would not result in any of the significant impacts identified above (Impacts 7-1
through 7-6) for the 2003 EIR "project condition." All of these 2003 EIR-identified "project
condition" impacts would be reduced to a less-than-significant level under the current "project
condition."
Conclusion. Mitigations 7-1 through 7-6 are no longer required. All these impacts would be
less-than-significant.
Impacts 7-7 through 7-10 Analysis: Project Impacts on Transit Accessibility, Pedestrian
Accessibility, Bicycle Accessibility, and Emergency Access. The 2003 EIR also identified
significant impacts resulting from the 2003 project on the following:
■ Transit accessibility (Impact 7-7);
■ Pedestrian accessibility (Impact 7-8);
■ Bicycle accessibility (Impact 7-9); and
■ Project emergency access (Impact 7-10).
In order to reduce the above identified impacts to less-than-significant levels, the 2003 EIR
recommended incorporation into the project of a bus turnaround (for Impact 7-7), adequate
pedestrian sidewalks and paths (for Impact 7-8), and adequate bicycle facilities (for Impact 7-9),
and the extension of Blomquist Street over Redwood Creek to the East Bayshore Road/Bair
Island Road intersection, which was partially funded at the time (for Impact 7-10).
Conclusion. Mitigations 7-7 through 7-9 are no longer required because either: (1) the One
Marina project currently under construction will implement the mitigations as applicable to its
property (Mitigations 7-7 through 7-9), and (2) the current Pete's Harbor project has
incorporated the applicable components into its plans (Mitigations 7-8 and 7-9). Mitigation 7-10
is no longer required for emergency access because combined development of Pete's Harbor
and One Marina would total 642 new dwelling units, which is under the conservative threshold
of 750 new units. However, the Blomquist Street Extension is assumed to be completed under
the Cumulative Conditions (year 2020) traffic scenario and, therefore, was included in the 2003
EIR cumulative traffic impact analysis as well as the cumulative traffic evaluation in this
Addendum.
'The "project condition" is defined as roadway system operational conditions under Background
Conditions (i.e., existing traffic plus traffic from recently approved or currently under-construction new
developments) plus traffic from the proposed project. The 2003 EIR "project condition" included the
proposed Marina Shores Village development of both the Pete's Harbor and Peninsula Marina properties.
T.•1106951Addenduml3(10695-01).doc
