MiG 7.A. - Page 215
City of Redwood City EIR Addendum
October 8, 2012 Page 3-52
3.9 PUBLIC HEALTH AND SAFETY
The relationships of the current Pete's Harbor project to the 2003 EIR public health and safety
impact and mitigation conclusions are described below.
Impact 12-1 Analysis: Safety Impacts Related to San Carlos Airport. The 2003 EIR
concluded that the proposed project would be located within the restricted height area of the
San Carlos Airport planning area. This condition still applies to the current Pete's Harbor
project.
The associated 2003 EIR mitigation required: (1) project review by the City/Council of
Governments (C/CAG) of San Mateo County, in its designated role as the County Airport Land
Use Commission (C/CAG Board); (2) applicant submission of a Notice of Proposed
Construction orAlteration; (3) possible granting of an Avigation Easement; and (4) the transfer
of appropriate disclosure documents to buyers and renters which include an acknowledgment of
potential nuisance and safety issues associated with the site's location near the airport.
The current Pete's Harbor project is located within the restricted height area for the San Carlos
Airport (i.e., the C/CAG Board review threshold). The maximum proposed building height,
however, has been reduced from 240 feet to 75 feet on the Pete's Harbor property (under the
FAA review threshold of 200 feet), and no General Plan Amendment or rezoning is required for
the current Pete's Harbor project. Therefore, the project does not meet the threshold for C/CAG
Board review.
Conclusion. Mitigation 12-1 is no longer required. The impact would be less-than-significant.
Other Impacts. The 2003 EIR determined that the previous Marina Shores Village project
would have less-than-significant impacts resulting from future on-site hazardous materials use
and disposal, project exposure to existing hazardous materials contamination, potential
asbestos exposure, interference with emergency response plans, and potential electromagnetic
field (EMF) health hazards. The current Pete's Harbor project includes no changes or new
conditions that would affect these conclusions.
T:1106951Addenduml3(10695-01).doc
