The 2003 EIR identified potentially significant impacts associafed <br /> with the following: <br /> ■ Dri�eway safety (Impact 7-12); <br /> ■ Internal circufation (Impact 7�13); and <br /> ■ Poten#ially inadequate project parking provisions (Impact 7-14). <br /> The associated 2003 �IR mitigations described specific driveway and internal circ�lation design <br /> criteria (e.g., site distances, internal roadway dimensions) and specific parking provision and <br /> parking management measures (e.g., a Parking Management Program), all subject to City <br /> review and ap�ra�al, that woufd reduce #hese impacts to less-than-significant le�els. <br /> Neither the 2003 proj ect nor the current Pete's Harbor project wauld meef Redwood Cit Zanin <br /> Ordinance {Articfe 3D) on-site parking requirements. Under Article 30 parking requirements, the <br /> 2003 project woulc! ha�e required at least 5,427 park ing spaces while pro�iding 5,120 spaces, a <br /> sl�ortage of 307 spaces. The current project would require at least 925 on-site park ing spaces; <br /> the current project proposes $05 spaces, a shortage of 120 spaces. The applicant has <br /> submitted a parking modification request per Art�cle 46.7.A.6 of fhe Zoning Ordinance, along <br /> wifh a Parking Management Plan, far City re�iew. <br /> Conclusion, Minor changes to Impacts anc! Mitigations 7-12 and 7-13. Impact and Mitigation <br /> 7-14 ha�e been modified to he consistent with the reduced, current Pete's Harbor project and <br /> the parking modification request, The m ifigations remain sufficient to recluce thes� impacts to <br /> less-than-significant levels. <br /> Impact 7-15 Analysis: Cumulative (2020)With Project Impact an the EI Camino <br /> ReallWhipple A�enue Intersection. The 2003 EIR indicated that the 2003 project would <br /> contribute peak-hour fraffic to le�el of ser�ice (LQS) conditions at the �l Camino Real/Whipple <br /> A�enue intersection, which �rvas aiready projected to exceed the E IR-iden#ified significance <br /> ihreshold (LOS E or worse) by the year 2020 without the project. Because it was determined <br /> that the 2Q03 project would �ncrease the average delays at the intersection by 9.9 and 17,5 <br /> seconds duTing t�e AM and PM peak hours, respectively {#he City's significance thr�shold is 5.D <br /> or more seconds), this effect was identified as a significant cumulative impact. <br /> The associated 2003 EIR mitigation indicated that an impravement had been identified for this <br /> intersection in #he Redwood City Traffic lmpacf Mitigation Fee Study(TIMFS); however, <br /> according to the 2003 �IR traffic analysis, the TIMFS-identified impro�ement (a new right turn <br /> �ane) wo�ld not be sufficient to mitigate this impact to a less-than-significant level. Instead, the <br /> 2003 EIR recom mended either a grade-separated railroad crossing af Whipple Avenue or a <br /> widening of the eastbound intersection approach, both of which were considered infeasil�le due <br /> ta right-of-way and o#her physicaf constraints; this cumulati�e impact was therefore identified in <br /> #he 2003 EIR as significant and unavoidable. <br /> r�1106931Addenduml3(1Qb95�01J rev.dac <br />
