01/28/2013 <br /> SECTION 2. Residential Cross-connection Control Amnesty Program. <br /> The following residential amnesty program is hereby adopted to reward and encourage <br /> residential property owners to install backflow preventers where required and to register <br /> their property with the City pursuant to Chapter 38, Article VII of the Redwood City <br /> Municipal Code and to otherwise comply with the provisions of the Redwood City cross- <br /> connection control program: <br /> A. Amnesty Period: Residential property owners on whose property is located an <br /> auxiliary water supply or other condition which requires the installation of backflow <br /> preventers but who have not yet installed backflow preventers nor registered their <br /> property with the City are afforded a period of one year from the effective date of this <br /> Resolution within which they must install required backflow preventers and come <br /> into full compliance with Article VII of Chapter 38 of the Redwood City Code, the <br /> City's cross-connection control program. <br /> B. Waiver of fees: For a period of one year from the effective date of this Resolution <br /> the following fees will be waived for residential property owners: <br /> 1. The Plumbing Building Permit Fee for the installation of backflow preventers <br /> on residential property in the amount of $50; <br /> 2. Annual Fee (for Registration) in the amount of$60; and <br /> 3. Annual Fee (for Annual Test Result/Record Filing Fee) for a backflow <br /> preventer installed within the one year period of this program in the amount of <br /> $60. <br /> C. Retroactive Credit. To ensure that customers with a delayed response to initial <br /> requirements are not rewarded for inaction while those who immediately adhered to <br /> requirements are punished, residential customers in compliance with Article VII of <br /> Chapter 38 of the Redwood City Municipal Code, will receive the following credits <br /> applied to their water bill: <br /> 1. One credit for a Plumbing Permit Fee for the installation of a backflow <br /> preventer in the amount of$50; <br /> 2. Two credits as follows: One credit in the amount of $60 for a past <br /> Administrative Fee plus waiver of current Administrative Fee in the amount of <br /> $60 for a total of$120. <br /> 3.
