01/28/2013 SECTION 2. Residential Cross-connection Control Amnesty Program. The following residential amnesty program is hereby adopted to reward and encourage residential property owners to install backflow preventers where required and to register their property with the City pursuant to Chapter 38, Article VII of the Redwood City Municipal Code and to otherwise comply with the provisions of the Redwood City cross- connection control program: A. Amnesty Period: Residential property owners on whose property is located an auxiliary water supply or other condition which requires the installation of backflow preventers but who have not yet installed backflow preventers nor registered their property with the City are afforded a period of one year from the effective date of this Resolution within which they must install required backflow preventers and come into full compliance with Article VII of Chapter 38 of the Redwood City Code, the City's cross-connection control program. B. Waiver of fees: For a period of one year from the effective date of this Resolution the following fees will be waived for residential property owners: 1. The Plumbing Building Permit Fee for the installation of backflow preventers on residential property in the amount of $50; 2. Annual Fee (for Registration) in the amount of$60; and 3. Annual Fee (for Annual Test Result/Record Filing Fee) for a backflow preventer installed within the one year period of this program in the amount of $60. C. Retroactive Credit. To ensure that customers with a delayed response to initial requirements are not rewarded for inaction while those who immediately adhered to requirements are punished, residential customers in compliance with Article VII of Chapter 38 of the Redwood City Municipal Code, will receive the following credits applied to their water bill: 1. One credit for a Plumbing Permit Fee for the installation of a backflow preventer in the amount of$50; 2. Two credits as follows: One credit in the amount of $60 for a past Administrative Fee plus waiver of current Administrative Fee in the amount of $60 for a total of$120. 3.
