If two (2) or more persons are responsible for any <br /> violation of the provisions of this chapter or any Condition of a Permit issued <br /> pursuant thereto, they shall be jointly and severally liable for the penalties and <br /> remedies set forth herein. <br /> SECTION 3. This ordinance is not a project subject to the California <br /> Environmental Quality Act. <br /> SECTION 4. The City Clerk shall publish this Ordinance in accordance <br /> with applicable law. <br /> SECTION 5.
