6.1.F. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> February 11, 2013 <br /> SUBJECT <br /> Amendment Number 1 to Agreement with Shums Coda & Associates for Building Permit <br /> Plan Review Services <br /> RECOMMENDATION <br /> By motion, approve and authorize City Manager to execute Amendment Number 1 with <br /> Shums Coda & Associates in the amount of $145,000 to provide Building Permit plan <br /> review services. <br /> BACKGROUND <br /> On May 21, 2012, the City executed an agreement with Shums Coda & Associates, <br /> Inc., in the amount of $55,000 to provide off-site Building Permit plan review services. <br /> This services agreement was necessary to ensure uninterrupted plan review services <br /> and to ensure that the City meet published plan check turnaround time goals. <br /> ANALYSIS <br /> The Community Development Department provides plan review services through a <br /> combination of full time staff and consultant staff resources. In Fiscal Year 2012-2013 <br /> two plan check consultants have been utilized: Sums Coda & Associates, Inc., and <br /> CSG Consultants, Inc. <br /> Due to recent increased development activity within the City, the initial agreement for <br /> Shums Coda & Associates has been exhausted in the first six months of the fiscal year. <br /> In order to continue to have consultant plan check resources available through the end <br /> of the fiscal year and to meet our plan check turn around goals staff recommends an <br /> increase to the budget for consultant plan check services in the amount of $145,000. <br /> This increases the total compensation for these professional services to $200,000. <br /> ALTERNATIVES <br /> Do not authorize execution of Amendment Number 1 to Shums Coda & Associates, <br /> Inc., agreement. This will extend plan check review times for Building Permit <br /> applications for moderate and large scale projects. <br /> FISCAL IMPACT <br /> The cost for consultant plan services is completely funded though permit plan check <br /> fees.
