6.1.H. - Page 1
RE PO RT
To the Honorable Mayor and City Council
From the Cit Mana er
February 11, 2013
SUBJECT
Agreement with Interplay Design Inc. to provide Artistic Services for design and install of
a Birdbath Fountain at Jardin de Ninos Park
RECOMMENDATION
By motion, approve the agreement for a not-to-exceed amount of $155,600.00 with
Interplay Design Inc. from Vallejo, California.
BACKGROUND
On April 12, 2004, Council accepted the final distribution of the proceeds from the
estate of Gene Robert Cress, which named the Redwood City Park System as his sole
beneficiary. Subject to the terms of Mr. Cress' bequest, the Council established the GR
Cress Birdbath Fund with a balance of over one million dollars in proceeds from the
estate. In 2006, the Civic Cultural Commission (CCC) decided to explore the possibility
of using the fund to add public art in Redwood City while at the same time meeting the
estate's direction to provide bird watering stations in Redwood City.
The proposed birdbath fountain at Jardin de Ninos Park is an artistic project that
satisfies the estate's direction. Accordingly, the agreement with Interplay Design will be
paid for with funds from the GR Cress Birdbath Fund.
The Parks, Recreation and Community Services Department and the Community
Development Department worked together with the community to produce a renovation
plan for Jardin de Ninos Park.. As part of that larger public works project, an art team
from Interplay Design Inc. was selected by a panel comprised of representatives from
the Parks, Recreation and Community Services Commission and the Civic Cultural
Commission to design, build, and install a community-based bird bath and plaza within
the park.
ANALYSIS
The experienced art team from Interplay Design includes mosaic artists and a sculptor
as well as a fountain plumbing consultant. The artwork consists of a bird bath fountain,
a seat wall which doubles as a retaining wall and a new sculptured park sign. Each
element will be cladded with ceramic tile mosaics made by the community and the
artists. Interplay Design is also responsible for scheduling and coordinating the
installation of the artwork with City's General Contractor, who is responsible for the
larger park renovation project.
