EXHIBIT "A" <br /> SCOPE OF SERVICES AND FEE <br /> The specific tasks needed to evaluate each individual project are described below and <br /> are listed in a sequence based on CEQA requirements. The tasks are intended to <br /> describe a process that is comprehensive and legally defensible, yet efficient and <br /> concise. <br /> Task 1 . Review Project Application and Plans <br /> To orient Consultant to the individual project proposal, Consultant will review the project <br /> application and locate the individual project within the Downtown Precise Plan (DTPP) <br /> area. Consultant will review any environmental studies (e.g . , biological report, <br /> geotechnical report) submitted as part of the application to decide if the studies address <br /> and/or mitigate impacts identified in the DTPP SR. Consultant will also note if the <br /> project application materials are missing any details that will be needed to determine <br /> potential environmental impacts. <br /> The City will provide all relevant project-specific, applicant-supplied, and City-reviewed <br /> technical reports, project plans, and other related project information. <br /> a <br /> Consultant will consult with staff regarding any substantial change in the existing <br /> environment not already anticipated in the DTPP ER (e.g. , General Plan Amendment <br /> not anticipated in the new General Plan) and decide if the change could result in a new <br /> significant environmental effect or a substantial increase in a previously identified <br /> environmental effect. <br /> Product (Week 1 ): Consultant will prepare an mail or memo describing any missing <br /> project details and any substantial change in the existing environment <br /> Task 2. Evaluate Potential Environmental Impacts of Proposed Project Against DTPP <br /> EIR and Mitigation Monitoring and Reporting Program (MMRPI <br /> Based on the project application materials (see Task 1 ), Consultant will prepare a draft <br /> CEQA Environmental Checklist Form/Initial Study (CEQA Appendix G). In the interest <br /> of time and efficiency, Consultant will first focus on the environmental topic area <br /> questions (biological resources , cultural resources, public services, etc. ) and will not at <br /> the outset prepare the project description and background narrative requested by the <br /> Checklist Form. <br /> The draft Initial Study will: ( 1 ) identify the environmental impacts that could result from <br /> the proposed project (items l-XVII ); (2) identify the DTTP ER and MMRP mitigation <br /> measures that would mitigate the impacts (items l-XVII ); (3) identify any new or more <br /> severe environmental impacts, if any, that could result from the proposed project (items <br /> (-XVII); (4) make the Mandatory Findings of Significance (item XVIII); and (5) make the <br /> Determination (as stated in the CEQA Checklist Form) if any additional CEQA <br /> REV: 10-07-16 VR <br /> Page 3of5 <br /> ATTY/AGR. 13-036/Moore, (acofano, Goltsman, Inc. - 3 DTPP On-Call Services <br />
