6.1.A. - Page 18 <br /> contracts to provide additional contract work; because, behind the scenes, there is <br /> something that is still going on and we are waiting to fill positions. Dr. Bell <br /> acknowledged that staff is stretched thin, including the Planning Commission. He is <br /> very proud of their work. <br /> This Council Member appreciates the work that has been done and heard staff say that <br /> staff is already stretched thin. He is concerned that if we have gone too far with the cuts, <br /> then Council needs to look at this. He still thinks that some more money is needed to be <br /> put aside to do the work with Department Heads, so that he has that available as a <br /> reserve for the City Manager to work on. <br /> Another Council Member mentioned having an option that includes taking adaptive <br /> measures should the need arise. This Council member suggested including it as a <br /> miscellaneous category. Another Council Member suggested having some <br /> contingencies when staff comes back in June about the areas where there might be <br /> staffing needs. and use reserves may need to be used. Dr. Bell said that when he <br /> comes back, he will bring contingencies in areas where staff may be short in the <br /> organization. He also underscored the other items that Council did not hear about <br /> tonight such as the agreement with San Carlos and how this speaks to regionalization. <br /> Vice Mayor Gee said that the City Manager should always be analyzing its resources, <br /> making sure the staff levels are solid, and constantly analyzing the "what ifs" and <br /> possibilities so we don't get caught by surprised. It was also mentioned making sure <br /> there is staff capacity for when the need arises. The Council was supportive of all the <br /> work that has been accomplished and noted the reduction in workforce. <br /> 9. MATTERS OF COUNCIL INTEREST <br /> A. City Council Member Report of Conferences Attended <br /> Vice Mayor Gee wished everyone a Happy New Lunar Year and announced the event <br /> that will occur on February 23, 2013 at the Downtown Courthouse Square. He invited all <br /> to participate in this free event. It will include activities throughout the day. <br /> B. City Council Committee Reports <br /> C. City Manager (Oral) Update <br /> 10. ADJOURN — The Council adjourned in memory of Salvador Mejia at 9:18 p.m. by <br /> general consensus.
