6.1.E. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> February 25, 2013 <br /> SUBJECT <br /> Memorandum of Understanding between the City of Redwood City and the Redwood <br /> City School District for the renovation of Fair Oaks School Field with Synthetic Turf <br /> RECOMMENDATION <br /> Approve by motion, the Memorandum of Understanding between the City of Redwood <br /> City and the Redwood City School District for renovation of the Fair Oaks School <br /> Athletic Field. <br /> BACKGROUND <br /> The Fair Oaks Elementary School was the first playfield to be converted from a grass <br /> field to a synthetic turf field in 2004 through a unique partnership between the City of <br /> Redwood City, the County of San Mateo and the Redwood City School District. Since <br /> that time, literally hundreds of thousands of children and adults have used this field <br /> where there are very few recreational options in that area. The synthetic field has met its <br /> useful life of over 8 years and now needs replacing. The purpose of the converting grass <br /> fields to a synthetic turf fields was to reduce the demands on potable water supplies, <br /> decrease long term operating costs, and increase the availability and use of the fields. <br /> The City Council appropriated $300,000 towards the replacement of the field through <br /> the Fiscal Year 2012/2013 budget (Capital Projects Fund, Synthetic Turf Play Fields <br /> Conversion). The Parks, Recreation and Community Services (PRCS) Director <br /> submitted a Community Development Block Grant to the County and received initial <br /> approval of $75,000 towards this project. Additionally, the PRCS Director approached <br /> the Redwood City School District Board, and received approval for $200,000 out of their <br /> capital budget to go towards this project. The Memorandum of Understanding (MOU) <br /> before you represents the partnership between the City and the School District with <br /> each agency participating in the renovation of the Fair Oaks School Athletic Field. The <br /> School District approved the Agreement at their November 14, 2012 meeting; and <br /> subsequently signed the MOU on February 1, 2013. <br /> ANALYSIS <br /> Redwood City is very fortunate to have a strong partnership between the City and the <br /> School District. In Exhibit A of the MOU, is a copy of the recently approved "Joint Use <br /> Agreement" for the City and the School District to share facilities for public recreational <br /> use.
