6.1.F. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> February 25, 2013 <br /> SUBJECT <br /> Agreement between the County of San Mateo Department of Housing and the City of <br /> Redwood City for the renovation of Fair Oaks School Athletic Field with Synthetic Turf <br /> RECOMMENDATION <br /> Approve by motion, the Agreement between the County of San Mateo Department of <br /> Housing and the City of Redwood City for the renovation of the Fair Oaks School <br /> Athletic Field. <br /> BACKGROUND <br /> The Fair Oaks Elementary School was the first playfield to be converted from a grass <br /> field to a synthetic turf field in 2004 through a unique partnership between the City of <br /> Redwood City, the County of San Mateo and the Redwood City School District. Since <br /> that time, literally hundreds of thousands of children and adults have used this field <br /> where there are very few recreational options in that area. The synthetic field has met its <br /> useful life of over 8 years and now needs replacing. The purpose of the converting grass <br /> fields to a synthetic turf fields was to reduce the demands on potable water supplies, <br /> decrease long term operating costs, and increase the availability and use of the fields. <br /> The City Council appropriated $300,000 towards the replacement of the field through <br /> the Fiscal Year 2012/2013 budget (Capital Projects Fund, Synthetic Turf Play Fields <br /> Conversion). The Redwood City School District Board approved $200,000 out of their <br /> capital budget to go towards this project. And, the Agreement before you represents <br /> the partnership between the City and the County of San Mateo with each agency <br /> participating in the renovation of the Fair Oaks School Athletic Field. A Community <br /> Development Block Grant (CDBG) was submitted and ultimately approved following the <br /> "Housing Development & Public Facilities" guidelines for $75,000. <br /> ANALYSIS <br /> Redwood City is very fortunate to have a strong partnership between the City, the <br /> School District, and the County of San Mateo. The investment for the replacement of <br /> the Fair Oaks School Athletic Field with synthetic turf by all three local public agencies <br /> represents the continuation of a very strong and unique partnership that serves its <br /> community together. <br /> With the three funding sources secured for the project, the City will be the lead agency <br /> to manage the replacement of the turf. The City Council will be presented with the <br /> construction agreement for review and approval. <br />
